Those were campaign commitments, not the scheme’s published payment rate or an achieved economic milestone. In its 2026–27 budget analysis, PRS still lists the monthly benefit as ₹1,500; the state Industries Department now describes the trillion-dollar ambition as a 2030 objective.
What did the BJP promise in its 2024 Maharashtra manifesto?
The headline commitments were a ₹600 monthly increase for eligible Ladki Bahin beneficiaries—from ₹1,500 to ₹2,100—and a US$1 trillion economy target by 2028. The increase was conditional on the alliance returning to power. The manifesto also proposed related economic policies, including Ease of Doing Business legislation, a Make in Maharashtra policy, a Vidarbha–Marathwada defence corridor, and aerospace and manufacturing hubs in several cities. These were proposals, not evidence that each policy was enacted or completed. Scroll’s report on the manifesto and Akashvani’s coverage reported the commitments.
The proposed increase would mean ₹7,200 more over 12 months for a beneficiary receiving all 12 payments. That is arithmetic based on the published monthly amounts, not a separate scheme estimate.
How much does Ladki Bahin pay, and who qualifies?
The scheme was approved by the Maharashtra government on June 28, 2024. The Pune district government’s scheme page describes its aims as supporting women’s economic independence, health and nutrition, and role in family decision-making. It lists a ₹1,500 monthly direct benefit transfer for eligible women aged 21–65, Maharashtra residence, an Aadhaar-linked bank account, and household annual income of no more than ₹2.5 lakh among the criteria. Eligible categories listed include married, widowed, divorced, destitute or abandoned women, as well as one unmarried woman in a family. The Pune district scheme page was last updated April 1, 2025.

For the later published rate, PRS Legislative Research’s 2026–27 Maharashtra budget analysis says eligible Ladki Bahin recipients receive ₹1,500 monthly. This is the rate stated in that budget analysis; it does not establish that every approved applicant received every installment, or provide an independent audit of the manifesto pledge.
What the budget figures show
PRS reports scheme expenditure of ₹33,237 crore in 2024–25 actuals and an allocation of ₹26,500 crore for 2026–27. The allocation is 31% below the revised 2025–26 estimate of ₹38,310 crore and represents 3.4% of planned state expenditure in 2026–27. Actual expenditure, a revised estimate, and a future budget allocation are different kinds of figures; none alone verifies individual payment histories.

When is Maharashtra expected to become a US$1 trillion economy?
The dates in public materials do not match. The BJP manifesto set a 2028 target. The Maharashtra Industries, Investment and Services Department’s objectives page, last updated August 21, 2026, describes positioning the state as a US$1 trillion economy by 2030. A Maharashtra state data portal has also presented an aspirational FY28 target and a requirement of roughly 14–15% annual growth. The Industries Department objectives page therefore reflects a later 2030 framing, while public state material has also used FY28. These are target dates, not proof that the economy has reached the target.
The cited figures do not provide a harmonized basis for calculating a definitive progress percentage: they do not establish a verified current-dollar achievement figure alongside the target. Avoid treating growth measured at constant prices as directly comparable to a US-dollar economy-size target.

Economic context, not a completion test
PRS, citing the Maharashtra State Economic Survey 2025–26, says the state’s 2024–25 GSDP at constant prices was estimated to grow 7.3% year over year. At current prices, the economy was composed of 13% agriculture, 24% manufacturing, and 63% services. These figures describe growth and sector composition; they do not by themselves show whether the US$1 trillion ambition is on track. PRS’s figures are in its 2026–27 budget analysis.
What other women-focused measures did the manifesto include?
The manifesto also promised financial-literacy training within Ladki Bahin; induction of 25,000 women into the state police force; creation of 50 lakh Lakhpati Didis by 2027; support for women’s self-help groups, including proposed loans and permanent markets; and three free gas cylinders annually per family under the Mukhyamantri Annapurna Yojana. How did the pledge compare with the opposition proposal?
When the BJP announced its manifesto, the opposition Maha Vikas Aghadi was reported to have proposed ₹3,000 monthly assistance for women under a Mahalakshmi scheme. Scroll reported on November 10, 2024 that eligibility details were not immediately clear. That was a campaign proposal, not an existing payment rate. The Ladki Bahin scheme, by contrast, had published eligibility rules and a stated ₹1,500 monthly benefit. Comparing the headline amounts alone does not establish which proposal was more generous in practice, since eligibility and delivery conditions matter.
