Pakistan’s Federal Board of Revenue (FBR) removed Muhammad Khalid, an Inspector Inland Revenue posted at Regional Tax Office-I (RTO-I) Karachi, after an inquiry reportedly found unauthorized access to taxpayer data and other misconduct. The figure 134 refers to taxpayers whose records were allegedly accessed or downloaded; it is separate from the 91 allegedly fake orders, notices or letters described in the reporting.
What the FBR inquiry reportedly found
News reports say the inquiry concerned access to FBR’s electronic portal and taxpayer records without authorization. It reportedly found that data relating to 134 taxpayers had been downloaded. That number describes taxpayers’ data, not a count of notices.
Separately, ProPakistani reported that 91 orders, notices or letters were considered fake and were disowned by the two officers in whose names they purportedly appeared. The reports also describe electronic and physical taxpayer records being retained without authorization, and an office room being used for a parallel, unofficial setup.
These are findings and allegations attributed to the FBR inquiry as summarized in news coverage, not a court judgment. The reports do not establish taxpayer losses, a criminal conviction, or the case’s final judicial status.

How the disciplinary case unfolded
According to ProPakistani’s account, the case stretched from 2016 to the reported removal decision in 2025:
- June 2016: Khalid was suspended, the report says.
- 5 January 2017: He was charged under the then-applicable Government Servants (Efficiency and Discipline) Rules, 1973.
- 23 December 2021: After the earlier proceedings stalled while records were with the Federal Investigation Agency (FIA), he was reinstated. ProPakistani says fresh proceedings were then initiated under the Civil Servants (Efficiency and Discipline) Rules, 2020.
- 6 August 2025: The FIA material reportedly reached the inquiry officer through RTO-I Karachi.
- 30 December 2025: ProPakistani published its report on FBR’s removal decision.
What “removed from service” means in this report
The reported outcome was the major penalty “Removal from Service.” ProPakistani and Pakistan Revenue describe the penalty as following the inquiry’s findings. The specific FBR notification was not directly available in the reporting reviewed here, so the outcome and underlying findings should be understood as reported by those outlets. The reports do not establish whether an appeal was filed or what its status might be.
