What Biden’s Plan to Phase Out Single-Use Plastics in Federal Buildings Actually Required

Biden-era reports outlined ways federal agencies could measure, reduce and reuse plastics, but they did not create one universal phaseout deadline for every federal building. The 2032 target was DOI-specific, and federal policy changed in 2025.

Biden-era policy called for federal agencies to measure plastic use, find workable alternatives, and expand reuse and refill—but the available federal sources do not establish one binding order requiring every federal building to eliminate single-use plastics by a single deadline. The 2032 date applied to a separate Department of the Interior (DOI) order, and the policy landscape changed in 2025.

What the federal plan proposed

The White House’s July 2024 report, Mobilizing Federal Action on Plastic Pollution: Progress, Principles, and Priorities, described ways federal operations could reduce plastic pollution. It identified opportunities to track plastics purchased and used, locate product and service categories with viable alternatives, expand reuse, refill and repair, and develop strategies to replace, reduce or phase out unnecessary plastic products, including single-use items. These were operational priorities and opportunities for further action—not, by themselves, a universal building-level ban. Read the July 2024 White House report.

EPA’s 2024 National Strategy to Prevent Plastic Pollution also included reducing production and consumption of single-use products and increasing reuse and refill capacity, including in federal government operations. EPA said the strategy was published under the Save Our Seas 2.0 Act. EPA’s strategy page now says the strategy is under review to determine its alignment with current administration priorities and future direction.

Was every federal building required to phase out plastic?

The sources do not establish a single binding, government-wide deadline for every federal building. The White House report describes priorities and opportunities for federal operations; EPA’s strategy identifies action areas. Neither should be described as a blanket building ban without a specific implementing rule. Agency procurement requirements, contracts and facility practices may have their own terms, and the cited sources do not settle the status of each one.

What did the 2032 deadline apply to?

The 2032 phaseout date was associated with DOI Secretary’s Order 3407, not all federal agencies. A March 2025 White House report said DOI was working to repeal and replace that order. The cited account does not establish whether DOI completed that action, so the order’s present legal status should not be assumed from the date alone. See the March 2025 White House report.

How the policy status changed in 2025

A February 2025 White House order states that Executive Order 14057 was revoked on January 20, 2025. EPA separately describes its 2024 plastics strategy as under review. Those developments mean the Biden-era framework should not be presented as fully operative today; they do not, on their own, resolve the status of every agency-specific instrument or on-the-ground facility practice. What the proposed approach meant in practice

The federal operations report pointed to a sequence rather than a simple material swap: understand what agencies buy and use, determine where alternatives can meet operational needs, and consider reduction or reuse approaches where practical. These steps differ in what they accomplish:

  • Measure and identify gaps: improve information about plastic products purchased and used.
  • Reduce or substitute: purchase fewer unnecessary single-use items or identify alternatives that can satisfy procurement needs.
  • Enable reuse and refill: build systems that let products or containers be used repeatedly rather than discarded after one use.
  • Repair: extend the useful life of products where repair is a viable option.

The report’s emphasis on data and available alternatives matters: a proposed substitute is not automatically suitable for every federal service or procurement category. The report calls for identifying where alternatives exist, rather than asserting that every plastic item already has a practical replacement.

Why the issue was part of federal policy

EPA’s November 2024 announcement attributed a global projection to the OECD: without interventions, plastic use and waste could almost triple by 2060. That projection concerns global plastic use and waste—not federal purchasing or waste from government buildings. EPA Administrator Michael S. Regan described the strategy as a path for EPA and its partners to address plastic pollution, including pollution associated with manufacturing and waste. Read EPA’s November 21, 2024 announcement.
