Yes. e.l.f. Cosmetics says its formulas are vegan and its cosmetics are cruelty-free worldwide. PETA also lists the brand as cruelty-free. These are related but separate claims: cruelty-free concerns animal testing; vegan concerns ingredients derived from animals.
What e.l.f. says about animal testing
e.l.f. Beauty’s Animal Welfare and Testing Policy, dated September 2024, says the company does not conduct or tolerate animal tests and does not use ingredients tested on animals in its products. The e.l.f. Cosmetics About Us page describes the brand’s cosmetics as cruelty-free worldwide and says: “Look good and feel good—all our formulas are 100% vegan, no animal testing.”
PETA’s Beauty Without Bunnies listing independently identifies e.l.f. Cosmetics as cruelty-free. PETA says the brand’s standard covers ingredients and finished products, as well as suppliers and third parties. e.l.f. also says it is certified by PETA as “Global Animal Test-Free.” Its explanation of that label says covered companies and brands verify that their facilities and suppliers do not conduct, commission, pay for, or allow animal testing on ingredients, formulations, or finished products.
What “vegan” means for e.l.f. products
Vegan is an ingredient-origin claim, not another way of saying a product was not tested on animals. e.l.f.’s vegan explainer says the brand excludes animal-derived ingredients such as honey, beeswax, and carmine. The brand’s FAQ likewise says its products do not contain animal-derived ingredients.

e.l.f. says its PETA recognition includes a vegan designation. It also identifies Leaping Bunny certification. According to e.l.f.’s explanation, Leaping Bunny’s program includes supplier documentation, annual recommitment, and openness to independent audits. These program details are the company’s description; e.l.f. Beauty’s 2026 annual filing also discusses its PETA and Leaping Bunny certifications, but a corporate filing is not a substitute for the certification programs’ own rules.
