The settlement followed government allegations that some recruitment ads overstated what drivers could expect to earn; it was not a finding after trial that Lyft violated the law.
What did Lyft settle with the Department of Justice for?
The U.S. Department of Justice (DOJ) reported that a stipulated order entered on November 1, 2024 requires Lyft to pay a $2.1 million civil penalty, prohibits misrepresentations about driver earnings, and imposes monitoring and reporting provisions intended to promote compliance. DOJ’s announcement describes the entered order.
The case concerned driver-recruitment advertising. It is distinct from other Lyft lawsuits and state labor settlements.
What did the government allege about Lyft’s earnings ads?
The Federal Trade Commission (FTC) alleged that Lyft advertised specific hourly earnings without clearly explaining that the figures reflected earnings by its top 20% of drivers, rather than what an average driver could expect. The FTC’s October 2024 release cited ads offering potential drivers up to $33 an hour in Atlanta, $41 an hour in Portland, and up to $43 an hour in Los Angeles. These were examples of the challenged advertised claims, not verified estimates of typical driver pay. FTC’s account of the allegations also said the figures included passenger tips, which drivers might have understood to be additional.

How the alleged earnings guarantees worked
The FTC also described an advertised guarantee of $975 for completing 45 rides in a weekend. The complaint alleged the ad did not clearly explain that Lyft would pay only a shortfall—the difference, if any, between the driver’s actual ride earnings and the promised amount—not the full $975 on top of those earnings. That description is an allegation in the government’s case, not a trial finding.
What the order requires about future claims
The FTC’s October 25, 2024 announcement described requirements in the proposed order: driver-pay claims must be based on typical earnings and supported by evidence; guarantee terms must be clearly disclosed; and hourly earnings claims may not include tips in the stated hourly amount. DOJ subsequently reported that the stipulated order was entered on November 1. Consent decrees have force of law when approved and signed by a district court judge, the FTC said.

The complaint also alleged that Lyft received the FTC’s Notice of Penalty Offenses on October 29, 2021, and continued making the challenged claims afterward. That timeline is part of the complaint’s allegations, not a separate adjudicated finding.

Lyft said it had reached a settlement with the FTC concerning certain kinds of driver earnings claims in ads during the 2021–2022 investigation period and agreed to pay $2.1 million. The company pointed to later changes it said it had made, including upfront pay, an earnings summary, and an earnings commitment. Those statements are Lyft’s description of its actions, not independent findings established by the settlement. Lyft’s statement provides the company’s account.
