A promotion is profitable only if the extra contribution it creates outweighs the margin, fulfillment, and administration costs it adds. More sales alone do not prove that profit has increased: discounts can lift sales while reducing overall profitability, the UK government cautions.
Start with incremental profit, not headline sales
Compare what happened with the promotion against what you reasonably expect would have happened without it. A discounted order from a customer who would have bought anyway is not fully incremental: the discount reduces the contribution from that sale. The case for the offer depends on whether additional orders, larger baskets, or later purchases make up for that lost margin.
There is no universal discount threshold that guarantees a profit. GOV.UK lists discounts, loyalty schemes, and bulk discounts as possible sales tactics, while warning that increased sales can still reduce overall profitability. Test each offer against your own costs and customer response rather than assuming a tactic will work for every business. GOV.UK business guidance.
Assess the main promotion types
Discounts
Estimate the contribution given up on purchases that likely would have happened at full price, then compare that cost with contribution from genuinely additional orders and any increase in basket size. Track the results against a comparable period or customer group where possible; sales volume by itself cannot show whether the discount paid for itself.

Loyalty offers
A reward may encourage existing or former customers to return, but enrollment is not the same as a profitable repeat purchase. Track redemption costs and subsequent purchases, and assess whether the extra contribution from those purchases justifies the reward.
Bulk discounts
A lower per-unit price may make sense if a larger order creates incremental volume or reduces selling and fulfillment costs enough to support the discount. Check the actual cost of handling the larger order; a bigger basket is not automatically a better-margin basket.

Free offers, rebates, and bundles
These offers can make the effective price less obvious, so calculate their full cost, including the value of the free item, rebate payments, and any added fulfillment. In U.S. advertising, FTC small-business guidance says a free offer tied to a purchase should not be funded by raising the purchased item’s regular price. It also says rebate ads should prominently state the before-rebate cost and rebate amount and disclose material conditions. FTC advertising guidance for small businesses.
Compare offers on the same measures
Use the same evaluation criteria for each candidate promotion. The sources do not provide a head-to-head ranking or quantified outcome for these tactics; the comparison below is a practical way to apply the profitability warning to your own business.

Make the advertised price and terms clear
U.S. advertising claims
The Federal Trade Commission says: “Advertising must be truthful and non-deceptive; Advertisers must have evidence to back up their claims; and Advertisements cannot be unfair.” That is general U.S. agency guidance, not a substitute for checking rules that apply to a particular offer. The FTC also notes that state consumer-protection laws govern advertisements in each state and that some promotion types have additional requirements. FTC guidance.
Restricted or conditional prices
The FTC’s FAQ on the U.S. Rule on Unfair or Deceptive Fees addresses certain promotional prices and total-price presentation; it should not be treated as a rule for every offer or jurisdiction. Under that FAQ, if a price is restricted to some customers—for example, loyalty-program members—the generally available total price should be most prominent until the customer qualifies. Online offers and delivery promises
For online promotions, disclose deal details up front. Online sellers should also understand FTC guidance on shipping promises, unexpected delays, and refunds; a promotional price does not remove the need to handle delivery commitments appropriately. FTC guidance on online order delivery.

- Set the goal. Decide whether the offer is meant to add orders, increase basket size, encourage repeat purchases, or reach a customer group you are not currently serving.
- Estimate the cost. Include the discount or reward, lost contribution on likely full-price purchases, and added redemption, fulfillment, and administration costs.
- Define the comparison. Choose a baseline, such as a comparable period or an unpromoted customer group, so you can distinguish incremental response from sales that would have occurred anyway.
- Track outcomes. Compare contribution, order volume, basket size, repeat purchases, and costs—not just revenue, clicks, or sign-ups.
- Keep, change, or stop the offer. Continue only if the observed additional contribution justifies the offer’s full cost and the terms remain clear and compliant.
The UK government’s advice is general business guidance, while the cited FTC material is U.S.-specific. The right promotion depends on your unit economics and customer response, and legal requirements can vary by location and offer type.
