Iowa’s grain indemnity measure became law as Senate File 608, not as House File 508 or House File 999. Governor Kim Reynolds signed SF 608 on May 27, 2025; it is recorded as 2025 Iowa Acts chapter 105. The law addresses fees paid into the Grain Depositors and Sellers Indemnity Fund and claims for covered losses, but whether a particular contract or loss qualifies depends on the statute and the transaction’s facts.
How the House bill became law
The bill numbers refer to different stages of the legislative process. The Iowa Legislature’s records show House File 508 was renumbered House File 999 and withdrawn on May 9, 2025. The HF 999 history says Senate File 608 was substituted on May 8, after which HF 999 was withdrawn that day. SF 608—not either House file—was signed into law on May 27 as 2025 Iowa Acts chapter 105. What SF 608 changes
SF 608 concerns grain marketing and Iowa’s Grain Depositors and Sellers Indemnity Fund. Its stated purpose is to regulate grain marketing by providing for fees paid by grain dealers and warehouse operators into the fund, and for payments to reimburse sellers and depositors for losses covered by it. The act also defines deferred-payment and deferred-pricing contracts and amends provisions governing credit-sale contracts. Effective dates and applicability
Official listings give SF 608 effective dates of May 27, 2025, and July 1, 2025, and an applicability date of October 24, 2022. These are distinct legal timing terms: an effective date concerns when a provision takes effect, while an applicability date identifies the period or circumstances to which specified provisions apply. The listed applicability date does not by itself establish that every earlier transaction or loss qualifies for reimbursement. What grain sellers and depositors should check
The headline or general summary cannot determine whether a specific grain sale or loss is covered. Before relying on the fund, identify the transaction details that bear on its treatment under the statute:
- Contract category: Determine whether the agreement is a deferred-payment contract, deferred-pricing contract, credit-sale contract, or another arrangement under the applicable statutory definitions.
- Delivery status: Establish whether the grain was delivered and how that fact affects the relevant statutory provisions.
- Price and payment terms: Review when the price was set and when payment was due or made.
- Relevant dates: Compare the transaction and any loss with the effective and applicability dates applicable to the provision at issue.
Then read the statutory language and applicable claim requirements against those facts. A contract label alone is not an assurance that the fund covers a loss.

Where to check the law and fund administration
The enrolled act and SF 608 history provide the controlling text, dates, and legislative record. The Iowa Department of Agriculture and Land Stewardship’s Grain Indemnity Fund Board page lists meetings through September 17, 2026, indicating that the administrative board remains active. Its meeting schedule does not establish the fund’s current balance, claim volume, or the outcome of an individual claim.
