Iowa Gov. Kim Reynolds vetoed House File 639 on June 11, 2025. The bill would have narrowed when hazardous liquid pipeline companies could use eminent domain and added insurance, permitting, and carbon-dioxide pipeline restrictions. Because Reynolds vetoed it, those proposed provisions did not take effect as HF 639; the available sources do not establish whether later legislation changed Iowa law.
What was Iowa HF 639?
House File 639, formerly House File 240, was a 2025 Iowa bill addressing hazardous liquid pipelines and eminent domain. It became a focus of debate over the proposed Summit Carbon Solutions project, which would carry carbon dioxide from ethanol plants in Iowa and neighboring states to be sequestered in North Dakota. The measure was not limited to Summit or carbon pipelines: its provisions also addressed broader pipeline regulation. The Iowa Legislature’s veto list records the veto date and former bill number.
What would the bill have changed?
HF 639 proposed conditions and procedural changes; they should not be read as enacted requirements.
- Common-carrier status: A hazardous liquid pipeline would have been able to use eminent domain only if it qualified as a common carrier. Reporting described this as transporting a commodity for entities not affiliated with the pipeline company.
- Public-use showing: A company seeking condemnation would have had to prove by clear and convincing evidence that its proposed use met the definition of public use, public purpose, or public improvement.
- Insurance: The bill proposed insurance coverage for landowners who could not obtain insurance or whose premiums increased because of a pipeline.
- Carbon-dioxide pipeline duration and permits: It proposed limiting operation to 25 years and barring the Iowa Utilities Commission from renewing a carbon-dioxide pipeline permit.
- Commission proceedings: It would have required Iowa Utilities Commission members to attend certain hearings and informational meetings, and changed who could intervene in proceedings and when interveners could be sanctioned.

Why did Reynolds veto HF 639?
Reynolds argued that the bill went beyond its stated eminent-domain goal. She said its insurance provisions and 25-year limit could affect projects relying entirely on voluntary easements, and that its permitting changes could reach oil, gas, and fertilizer pipelines as well as carbon pipelines. She also cited concerns about Iowa’s competitiveness in biofuels and investment. Those were the governor’s stated concerns, not independently established effects of the bill.
In her message, as quoted by Iowa Public Radio, Reynolds said: “Those who crafted the bill said they don’t want to stop CO2 pipelines that rely entirely on voluntary agreements. But that is exactly what the bill does. For that reason alone, I cannot sign it.” The governor’s office listed HF 639 among bills vetoed that day in its June 11, 2025 announcement.

How did supporters and opponents respond?
Supporters framed HF 639 as a property-rights safeguard for landowners facing condemnation. House Speaker Pat Grassley called the veto “a major setback for Iowa” and said he would seek support for a special session to consider an override. Senate Majority Leader Jack Whitver said he expected the Senate Republican caucus would not support an override attempt.
Iowa Renewable Fuels Association Executive Director Monte Shaw argued the measure would harm economic development and new markets. These views reflect the disagreement over the bill: stronger limits on condemnation and added protections for landowners versus concerns about pipeline permitting, investment, and biofuels markets.

What does the veto mean for private pipelines in Iowa?
The veto means HF 639 did not itself enact its proposed restrictions. It does not, by itself, establish that private pipelines have no eminent-domain authority in Iowa or settle what requirements apply under other law. Iowa Public Radio reported that state utility regulators had conditionally approved Summit’s use of eminent domain for its project, but the materials cited here do not establish the later legal status of that approval or whether subsequent legislation changed the rules.
Do not confuse HF 639 with Senate File 92, a separate 2025 proposal concerning eminent domain for hazardous liquid pipelines. The Iowa Legislature’s SF 92 bill-history page identifies it as introduced in January 2025 and referred to the Senate Commerce Committee.
