Treasury said the action targeted 32 individuals and entities across eight jurisdictions for support of Iran’s ballistic-missile and unmanned-aerial-vehicle programs. Its account links Farmlane to a procurement network, but the announcement is the government’s stated rationale—not an independently adjudicated finding. The release establishes that Treasury announced a designation; it does not establish Farmlane’s current status on OFAC’s sanctions list as of October 8, 2026.
What the U.S. sanctions announcement said
The Office of Foreign Assets Control (OFAC), part of the U.S. Treasury Department, announced the action on November 12, 2025. Treasury said it was targeting 32 individuals and entities based in Iran, the United Arab Emirates, Türkiye, China, Hong Kong, India, Germany and Ukraine. The 32-person-and-entity total applies to the overall action; it does not mean that 32 Indian entities were named or that every target was linked to Farmlane. Treasury’s announcement names Farmlane Private Limited as the India-based company in the action.
How Treasury linked Farmlane to the network
Treasury described UAE-based Marco Klinge as a director of both India-based Farmlane and Germany-based EVA Handelsgesellschaft UG. It said Klinge handled procurement from India and China for what it called the MVM network and liaised with suppliers, including China Chlorate Tech Co Limited. Treasury said MVM Amici Trading LLC, Farmlane and EVA were designated under Executive Order 13382 because they were owned or controlled by, or acted or purported to act for or on behalf of, Klinge. This is Treasury’s stated basis for the designations, not a court finding or an independently verified account. The release sets out the government’s description of the relationships.
What the alleged procurement involved
Treasury characterized the wider effort as a three-person venture it called the “MVM partnership.” It said that, since 2023, the network had coordinated procurement from China of sodium chlorate, sodium perchlorate and sebacic acid on behalf of Parchin Chemical Industries (PCI). Treasury described PCI as an element of Iran’s Defense Industries Organization responsible for importing and exporting chemical goods.

According to Treasury, the MVM network had procured and transported “hundreds of metric tons” of missile-propellant ingredients since its establishment in 2023. That quantity is Treasury’s characterization in the announcement, not an independently measured figure. The release describes procurement by the broader network; it does not establish that Farmlane itself manufactured or shipped each named chemical. Treasury’s account of the procurement network provides the context for the materials.
Why Treasury said the chemicals mattered
Treasury explained that sodium chlorate can be used to produce sodium perchlorate, which is used to manufacture ammonium perchlorate. The agency said ammonium perchlorate is controlled by the Missile Technology Control Regime (MTCR) and used in solid-propellant rocket motors commonly used for ballistic missiles. It also said sebacic acid is used to produce resins sought for Iran’s ballistic-missile program and plasticizers, some of which are propellant additives controlled by the MTCR. These are the technical links Treasury cited; they should not be read as proof that Farmlane made or handled all of these substances.

Which authorities Treasury cited—and what remains unconfirmed
Treasury said OFAC acted under Executive Order 13382, which targets weapons-of-mass-destruction proliferators and their supporters, and Executive Order 13224, as amended, which targets terrorist groups, their supporters and those who aid acts of terrorism. The department also placed the action within National Security Presidential Memorandum 2. These descriptions explain the authorities Treasury cited; they are not individualized legal advice. The release also quoted Under Secretary of the Treasury for Terrorism and Financial Intelligence John K. Hurley: “Across the globe, Iran exploits financial systems to launder funds, procure components for its nuclear and conventional weapons programs, and support its terrorist proxies.”
The November 2025 announcement documents Treasury’s designation action and its stated rationale. It does not, by itself, confirm whether Farmlane remains on OFAC’s Specially Designated Nationals and Blocked Persons (SDN) List on October 8, 2026. A current-status claim requires checking OFAC’s live sanctions list rather than treating the historical release as proof of continuing listing.
