Reuters reported that the 11 preliminary company agreements span mining, energy, agriculture, textiles and technology. The Indonesian government supplied the headline total; the accessible reporting does not break it down by company or project.
An MoU records an understanding between parties, but the label alone does not establish that a project is financed, legally binding, underway or completed. The reporting describes these agreements as preliminary and does not confirm investment of the full stated amount.
How the company MoUs differ from the trade agreement
A separate Reuters factbox reports that Indonesia and the United States finalized a government-to-government trade agreement. Its terms include lower U.S. levies on goods from Indonesia and an indicative value of imports of U.S. goods and services that Indonesia would arrange. That import figure is also $38.4 billion, but it is a separate claim from the company MoU total.
