India’s November target was a hope for 2025, not a current deadline. Reuters reported on September 2, 2025, that Commerce Minister Piyush Goyal hoped to conclude a trade agreement with the United States by November. As of the latest reviewed report, dated October 1, 2026, the countries were still negotiating an interim agreement under their broader Bilateral Trade Agreement (BTA); the reviewed sources do not report a concluded deal.
What happened to the November target?
The November date came from Goyal’s remarks at an investor conference in Mumbai, reported by Reuters on September 2, 2025. It was a stated hope, not confirmation that an agreement had been reached or a binding deadline. The target year has passed.

Talks continued after that target. In February 2026, the two governments described a framework for an interim agreement and reaffirmed negotiations on the broader BTA. A framework sets out a basis for further work; it does not by itself establish that the agreement was signed or put into effect.
Where negotiations stood in October 2026
India’s September 28, 2026, announcement described efforts to advance the BTA and finalize an interim deal. News On AIR reported that Goyal met U.S. Trade Representative Jamieson Greer in Milwaukee on October 1. Its account said U.S. tariff changes had led to further negotiations following the February framework. The latest reviewed reporting therefore describes continuing talks, not a concluded agreement.

What is covered by the talks?
The negotiations concern both the proposed interim agreement and the wider BTA. India’s Press Information Bureau said the June 22–24, 2026, discussions addressed market access, digital trade, supply-chain resilience, non-tariff barriers and strategic sectors. India’s June account also characterized the interim agreement as a step toward a comprehensive BTA.
On June 2, News On AIR reported Goyal’s statement that most first-phase elements had been finalized, while legal text still needed work. The topics he cited included market access, non-tariff measures, customs, trade facilitation and investment promotion. Progress on negotiating elements should not be confused with a completed legal agreement.

What the February framework says about tariffs
The White House’s February 2026 joint statement describes a proposed reciprocal tariff rate of 18 percent on originating Indian goods under the interim terms. It also makes certain listed tariff adjustments contingent on successful conclusion of the Interim Agreement. Those are framework terms as described by the White House, not proof that the terms were implemented.

India’s Ministry of Commerce & Industry said in its June 24 release that both sides reaffirmed their commitment to an agreement that is “balanced, commercially meaningful, and delivers tangible benefits for businesses, farmers, workers, and consumers in both countries.” This expresses the governments’ stated aim; it is not an independent assessment of effects.
