IDEAS 2024: What the Reported $36 Billion in Defense MoUs Means

The reported $36 billion was described by a Pakistani defense official as potential export orders, and the figure included MoUs from earlier IDEAS editions. It is not evidence that IDEAS 2024 alone generated $36 billion in new contracts or completed sales. The event’s closing report also counted 82 MoUs signed in 2024, but did not disclose their combined value or show whether they became contracts.

What was IDEAS 2024?

IDEAS 2024 was Pakistan’s 12th International Defence Exhibition and Seminar, held at Karachi Expo Centre from November 19 to 22, 2024. Pakistan’s Ministry of Defence and the Defence Export Promotion Organization (DEPO) hosted the four-day event. Its stated purpose included showcasing Pakistan’s defense capabilities and encouraging international collaboration and trade. At the opening, Defence Minister Khawaja Muhammad Asif said Pakistan offered opportunities for investment, joint ventures and trade in defense.

The event brought together manufacturers, delegates and other participants. Inter-Services Public Relations (ISPR) reported 557 exhibitors—333 international and 224 domestic—and more than 300 foreign delegates from 53 countries. What does the $36 billion figure mean?

At the closing ceremony, Ministry of Defence Production Secretary Lt Gen (Retd) Chiragh Haider described $36 billion as potential export orders, according to The Express Tribune’s November 22, 2024 report. The report explicitly says the total included MoUs from previous IDEAS editions. It should therefore be read as a cumulative estimate of potential orders associated with MoUs across editions—not as $36 billion in newly secured business at IDEAS 2024.

An MoU, or memorandum of understanding, records an understanding between parties. By itself, an MoU does not establish that the parties signed a binding sales contract, that goods were delivered, or that export revenue was received. The reported headline figure does not provide a transaction ledger or show how much, if any, progressed through those stages.

How many MoUs were signed at IDEAS 2024?

DEPO Director General Major General Asad Nawaz Khan was reported as saying that 82 MoUs were signed in different categories at the 2024 event. The report says foreign countries and companies signed MoUs with six public-sector entities, but names only five: Heavy Industries Taxila (HIT), Pakistan Ordnance Factories (POF), Pakistan Aeronautical Complex (PAC), the National Radio & Telecommunication Corporation (NRTC), and Global Industrial & Defence Solutions (GIDS Pakistan). The sixth entity is not identified in the report.

The 82 is a count, not a value. The report does not give the MoUs’ individual or combined dollar amounts, identify all counterparties, or establish that any particular MoU became a completed contract. It therefore cannot be used to calculate how much of the $36 billion came from the 2024 event.

What the reported figures do—and do not—establish

  • Established: Officials reported 82 MoUs signed at IDEAS 2024 and described $36 billion in potential export orders across IDEAS editions, including earlier ones.
  • Not established by the cited reporting: the value of the 82 event-specific MoUs, which individual MoUs converted into contracts, whether contracted equipment was delivered, or how much export revenue was realized.

Sindh Chief Minister Syed Murad Ali Shah described the exhibition as a platform “dedicated to advancing global peace, stability, and prosperity,” bringing together foreign delegates, defense manufacturers and thought leaders to discuss security challenges. That reflects the event’s diplomatic and convening role, but does not independently verify the commercial value or outcomes of the MoUs. Associated Press of Pakistan reported his remarks.
