To prove you lived at an address more than 10 years ago, gather dated records from that period showing your name and the exact street address, then ask the organization requesting proof which records it accepts. There is no single document that works for every purpose. The guidance below focuses on U.S. records; requirements elsewhere and between U.S. agencies, courts, and programs can differ.
First clarify what you need to prove
An address can mean different things in different proceedings. Before searching, identify whether the question is where you physically lived, your domicile or permanent home, where you received mail, who owned a property, or whether you were present in a particular country. These facts are not interchangeable, and the receiving organization decides which one matters.
Write down the full address, including any apartment or unit number, and the specific months or years at issue. Then ask the recipient whether it has a required form, date range, minimum number of records, or rules about originals, copies, certified records, and affidavits. A current proof-of-address checklist may not be designed to establish residence a decade ago.
Which records can support an old address?
Start with records created during or near the period you are trying to establish. The strongest starting documents generally identify you, show the exact address, and have a date or defined coverage period. Federal examples include tax forms or receipts, utility bills, leases or rent-payment records, social-services records, and other records showing residence. The U.S. Department of State’s DS-5507 form lists additional examples for its specific residence-evidence context, including deeds, property taxes, vehicle registrations, professional licenses, employment and income-tax records, school transcripts, military records, W-2s, and medical or vaccination records. - Housing: signed lease, rent receipts, landlord or property-manager ledger, deed, or mortgage records.
- Household accounts: utility bills or historical account records addressed to you.
- Taxes and finances: tax forms, tax receipts, property-tax records, bank records, or other dated financial correspondence.
- School and work: transcripts, report cards, payroll records, W-2s, employment records, or professional licenses.
- Government and personal records: vehicle registration, voter records, social-services files, military records, medical records, or dated official correspondence.
For a particular Social Security Administration permanent-home determination, the regulation allows a signed statement about where a person considered their permanent home to be. If that or other evidence raises reasonable doubt, tax-payment, voting, or other convincing evidence may provide additional support. That rule applies to its stated context, not every old-address claim. 20 CFR § 416.1603
How to assemble a persuasive record
- Ask the decision maker what it will accept. Request its evidence standard and submission rules before paying for records. State requirements vary: North Carolina and California, for example, publish their own document lists and procedures for their respective processes. - Contact likely record holders. Ask former landlords, utility companies, banks, schools, employers, medical providers, insurers, tax authorities, and local government offices for historical address or account records covering your target dates.
- Make a dated timeline. For each item, note the issuer, document date, name and address shown, and the period it supports. A bill dated in one month establishes a connection at that point; by itself, it does not establish uninterrupted residence across every month in a longer period.
- Look for independent overlap. A lease combined with utility history, or school or employment records combined with dated tax or bank records, can corroborate a timeline. SSA internal guidance says that in most cases it bases a U.S.-residency finding on two or more documents. That is SSA guidance for its context, not a universal legal minimum. SSA POMS SI 00835.020
- Explain gaps and records in someone else’s name. Tell the recipient what is missing and ask whether a landlord letter, household record, sworn statement, or other corroboration can supplement the file. Do not alter documents or treat a mailing address as proof of physical residence without explaining the distinction.
- Submit carefully. Send only what the recipient requests, use its secure submission method, and redact unrelated account details only if its instructions allow it.
How to assess each document
Before relying on a record, check what it actually proves rather than treating every address entry as equivalent. Consider these practical questions:

- Does it show the exact physical residence, or only a mailing address?
- Does it name you? If it names another household member, can you document your relationship to that person and your connection to the household?
- Was it created during or close to the period at issue?
- Does it support one dated point, a particular period, or an ongoing span?
- Is it independent of your other evidence, or does it repeat information from the same source?
- Can the issuer authenticate it or provide a certified copy?
- Has the organization evaluating your claim confirmed it accepts that record type?
Ways to request older official records
IRS tax transcripts
The IRS generally makes online tax return and record-of-account transcripts available for the current tax year and three prior tax years. For older years, the IRS says to submit Form 4506-T. Availability depends on transcript type: tax account transcripts are generally available for the current year and nine prior years under the conditions described by the IRS. If the address used to verify or receive a transcript differs from the address in IRS systems, the IRS FAQ advises filing Form 8822 before Form 4506-T. Census Bureau Age Search Service
The Census Bureau’s Age Search Service searches confidential population census records from 1910 to 2020 and can issue an official transcript. The Census Bureau says a transcript may support certain benefit, passport, estate, or other evidentiary needs, and restricts release to the named person, heirs, or legal representatives. Its service page lists a fee of $155 for a search of one census for one person; verify the current fee and eligibility rules before applying. Other record holders
Record-retention periods and access procedures differ among banks, utilities, schools, employers, medical providers, landlords, state tax offices, and election offices. Contact the specific custodian and ask what date range remains available, whether the address appears in the record, what identity or authorization documents are required, and whether it can provide a dated or certified copy. A category of record being useful in principle does not mean that a particular institution still has it.
