How to Measure the Returns on R&D Spending

R&D returns depend on what you measure: company cash flow, productivity, or wider social benefits. Here’s how to choose a method and report its assumptions.

There is no single return percentage that applies to every R&D project. First decide whether you mean the company’s financial gain, a change in output or productivity, or broader benefits that spill over to others. Then match the measure and time horizon to that question, and disclose how you treated delayed results and the loss of value as knowledge becomes obsolete.

Choose what “return” means

R&D spending is an input, not a return. The money and staff assigned to research can be measured, but those figures alone do not show what the work produced or whether it created value. The OECD’s Frascati Manual 2015 provides definitions and guidance for consistently measuring R&D inputs.

Innovation is broader than R&D. The OECD and Eurostat’s Oslo Manual 2018 treats innovation measurement as involving knowledge, novelty, implementation, and value creation. A patent or a new product may be an output or an intermediate indicator; neither, by itself, establishes the financial return.

  • Private financial return: the incremental cash flow or profit the company captures because of the R&D.
  • Operating return: a change in output or productivity associated with R&D inputs or accumulated R&D knowledge.
  • Social return: benefits to the company and to others, including knowledge spillovers. A company may capture only part of the value its research creates.

Keep these outcomes separate unless you have an explicit, defensible way to value and combine them. A productivity estimate is not automatically a project’s cash-on-cash ROI, and a social return is not the same as the return received by the company.

Measure a project’s financial return

For a project or portfolio decision, compare the results attributable to the R&D with a stated baseline, over a defined period. Include incremental benefits and costs—not the company’s total revenue or profit, which may have changed for unrelated reasons.

Set the scope and counterfactual

  • Identify the unit: one project, a business unit, or the whole company.
  • State the decision the calculation will inform and the period in which benefits are expected.
  • Define the baseline: what would likely have happened without the R&D. Where possible, compare actual results with that baseline rather than crediting the project with every subsequent improvement.
  • Identify other plausible causes of the outcome, such as demand changes, acquisitions, other investments, or external technology. Attribution is uncertain when several factors move together.

Calculate cash-flow measures consistently

A simple cumulative ROI can be expressed as (incremental net benefit over the chosen period − R&D cost) ÷ R&D cost. Define exactly what counts as net benefit and which costs are included. This ratio is easy to communicate, but does not account for when cash flows arrive; a result over one period is not directly comparable with a result over a different period unless the time basis is made clear.

For a project with benefits and costs spread across several years, a discounted cash-flow analysis can make timing explicit. Calculate net present value (NPV) by discounting each period’s incremental net cash flow to the decision date and adding the discounted values. State the discount rate, forecast horizon, and treatment of any value beyond that horizon. A positive NPV under those assumptions means the forecast benefits exceed the included costs in present-value terms; it does not prove the forecast will occur or that the R&D alone caused it.

Use one consistent cost boundary. If the question is the return on the research project, identify whether costs include only direct R&D expenditure or also relevant personnel, facilities, and other allocated costs. Explain the choice rather than silently comparing a broad benefit measure with a narrow cost denominator.

Choose a method that fits the question

Method What it relates Useful for Main limitation

Econometric approaches answer questions about relationships across firms, industries, or periods; project cash-flow analysis answers a narrower budgeting question. Their estimates need not match because they measure different outcomes and rely on different assumptions.

Account for delayed benefits and obsolescence

R&D may create knowledge that contributes to results after the spending period. If you compare current expenditure only with current output, you may miss delayed effects. State the assumed lag between spending and outcome and use a time window suited to the work being evaluated.

Analyses that build an R&D capital stock—the accumulated value of past R&D treated as a productive asset—also need an assumption about depreciation or obsolescence. Knowledge can lose value at different rates as technology and competition change. Bronwyn H. Hall notes in her 2007 working paper, revised in 2009, that “Measuring the private returns to R&D requires knowledge of its private depreciation or obsolescence rate, which is inherently variable and responds to competitive pressure.” Test alternative assumptions where possible and show how they affect the estimate.

What published estimates do—and do not—tell you

Published figures illustrate the sensitivity of estimated returns to method, sample, and period. They are evidence about particular studies, not ready-made expectations for a current company or project.

Published result Scope and interpretation
3.7–5.5% mean return to R&D Implied by Missaka Warusawitharana’s 2008 structural-estimation model for the Federal Reserve Board. The paper cautions against using this estimate as the basis for policy decisions on R&D tax subsidies; it is not a general expected return for companies.
Near-zero or even appreciating R&D capital depreciation under one approach, versus 20–40% under a market-value approach Hall’s analysis of a large, unbalanced panel of U.S. manufacturing firms covering 1974–2003, published in a 2007 working paper and revised in 2009. The divergence illustrates method sensitivity, not a current depreciation rate to apply to another business.
Rising estimated R&D elasticity and marginal returns, alongside rising obsolescence Reported by Yoshiki Ando, James Bessen, and Xiupeng Wang in a 2025 U.S. Census Bureau Center for Economic Studies working paper analyzing U.S. manufacturing microdata for 1976–2018. The result is specific to that study and period.
Private returns generally positive; social returns higher, but variable and often imprecisely measured Review-level conclusion by Hall, Jacques Mairesse, and Pierre Mohnen in their 2009 review of the econometric literature. It is not a single universal return rate.

Keep tax relief separate from the R&D return

Show gross R&D cost, any tax relief, and the estimated business outcome as separate items. A tax credit changes the company’s after-tax cost; it does not demonstrate that the research created commercial or social value.

Eligibility rules and definitions of R&D for tax relief differ across jurisdictions and can change. The OECD’s 2023 guidance on measuring R&D tax expenditures and its INNOTAX portal address cross-country measurement; for an actual company calculation, check the current rules of the relevant tax authority. Do not assume a cost qualifies simply because it was included in an internal R&D measure.

Report the estimate so it can be understood

A useful result includes enough information for a reader to see what was measured and how much confidence to place in it. State the unit of analysis, outcome, data or sample, period, geography, method, and key assumptions. Disclose the lag and any R&D depreciation or obsolescence assumption; show sensitivity to reasonable alternatives where possible. If you report a range, explain what drives its endpoints.

The OECD’s Frascati Manual is a reference for consistent R&D input definitions, not a company ROI calculator. No single percentage can stand in for a method, scope, time horizon, and clearly defined return.
