To sell alcohol online in the United States, first confirm that your business is authorized to sell the product in each place you plan to serve, then set up compliant checkout, tax and recordkeeping processes, and delivery. A website or ecommerce platform does not grant permission to sell or ship alcohol. The rules depend on your state and local jurisdiction, your role in the supply chain, the beverage, and each destination. This is a U.S. overview, not a universal licensing checklist.
How to sell alcohol online: 10 steps

Define your business role
Start by identifying what the business actually does: retail sales, production, wholesale, importing, or operating a marketplace. The distinction matters because the obligations differ. The Alcohol and Tobacco Tax and Trade Bureau (TTB) distinguishes retail activity from wholesale and import activity; for example, federal basic-permit requirements apply to wholesalers and importers, not simply because a business has a website.
If a marketplace or another company handles part of the transaction or fulfillment, establish which business is the seller and which party holds the required authorization. Do not assume that a platform’s ability to list alcohol products establishes legal authority to sell them. Shopify’s alcohol-products guidance is a platform compliance resource, not a substitute for regulator approval.

Choose your starting market and delivery destinations
Make a specific list of the places where you intend to operate and deliver before advertising nationwide shipping. Retail sales and licensing are principally regulated by state and local authorities, and a shipment can be restricted by the destination’s rules. A route that may be available to one seller or beverage category is not automatically available to another.

For every proposed route, document the seller’s location, destination, beverage, seller role, and fulfillment method. Treat an unconfirmed destination as unavailable at checkout until you have verified it with the relevant authorities or qualified counsel.

Confirm retail licenses with state and local authorities
Contact the alcohol control agency and local authorities responsible for the locations where you will operate or deliver. TTB states that it does not issue retail alcohol licenses; the agency says it does not regulate retail-level alcohol sales, while state and local authorities handle retail licensing and sales rules. Ask which licenses or approvals apply to your business role, products, premises, and proposed delivery areas. Do not use a license for one activity or location as evidence that a different activity or destination is covered.

File applicable federal registration
TTB says retail alcohol businesses must file TTB Form 5630.5d when beginning business, when business information changes, and when the business is discontinued. This federal registration is separate from a state or local retail license. Review the current instructions and filing requirements with TTB through its Alcohol FAQs.

Check whether your activity needs a federal permit
If the business will wholesale or import alcohol, TTB says it must obtain a basic permit before beginning that activity. A retailer’s registration does not cover wholesale or import operations. Confirm the applicable federal requirements for each activity rather than assuming one filing authorizes the whole business.

Restrict checkout to sales you have confirmed are permitted
Configure the online store to block destinations and product categories that you have not cleared. Before accepting an order, verify that the transaction fits the business’s authorizations and the applicable destination rules. Treat age screening, destination checks, and any required notices as compliance controls to verify for the relevant jurisdictions; the sources do not establish one age-verification method or notice that applies everywhere.

Keep the delivery map and product eligibility settings aligned with the locations you have actually confirmed. A broad “ships nationwide” message can create a mismatch between what the site promises and what the business is authorized or able to fulfill.

Plan taxes and records for each jurisdiction
Build tax and recordkeeping tasks into the operating plan before launch. TTB directs businesses to state tax and revenue agencies for state alcohol-tax information and says retailers must keep records. The specific taxes, filings, reporting schedules, and record requirements depend on the seller’s role and jurisdiction, so identify them with the relevant agencies rather than relying on a generic ecommerce checklist.

Arrange an eligible carrier and shipping agreement
Legal permission to make a sale does not guarantee that a carrier will accept the shipment. For U.S. spirits shipments, UPS’s published terms require an appropriately licensed shipper, a UPS agreement, and compatible shipping processing. Check the carrier’s current terms and confirm that your account and workflow meet them before offering delivery. See UPS’s U.S. spirits shipping guidance.
Do not assume USPS is an alternative for ordinary alcohol shipments: its published rules generally treat intoxicating liquor as nonmailable, subject to limited exceptions. The cited Postal Explorer page is an archived 2022 publication, so check Postal Explorer’s mailability guidance and current USPS rules before relying on an exception.

Use protective packaging and delivery controls
Choose packaging that protects the bottle and is compatible with the carrier’s requirements. UPS describes protective inner bottle packaging, such as dividers or bottle inserts, inside a sturdy outer corrugated carton. Its cited U.S. spirits guidance also requires adult-signature service. Packaging and signature rules are carrier requirements; they do not establish that a particular shipment is lawful in its destination.

Check whether the applicable rules or carrier terms add requirements such as labels, quantity limits, reporting, or restrictions on delivery areas. Do not assume packaging that works for one beverage or carrier meets another’s requirements.

Review the operation before expanding or changing it
Recheck state and local requirements, federal guidance, carrier terms, and shipping eligibility before adding destinations, products, or business activities. Carrier procedures can change: UPS’s spirits page reports a 2026 addendum update. Review the live terms when setting up or changing fulfillment instead of treating an earlier approval or workflow as permanent.
What to verify before accepting your first order
- Your seller role and the business that is legally making the sale are clear.
- Required state and local retail authorizations are confirmed for your operation and intended destinations.
- Applicable TTB registration is complete, and any federal permit required for wholesale or import activity is in place.
- Checkout blocks destinations and products that have not been confirmed as eligible.
- Tax, reporting, and recordkeeping responsibilities have been identified with the relevant authorities.
- Your carrier has approved the shipper and processing arrangement, and packaging and delivery controls meet its terms.
Why there is no single nationwide setup
The right operating route depends on the seller’s role, beverage, origin and destination, licensing, and carrier eligibility. A winery shipping wine and a retailer shipping spirits may not be able to use the same permissions or fulfillment process. Compare options by who holds the license, which products and routes are covered, the required reporting, carrier eligibility, adult-signature handling, and packaging and fulfillment costs. The available sources do not establish one best route or a single state-by-state checklist for every business.
