Then confirm the required federal, state and local registrations or licenses—and whether each destination allows that product to be shipped there—before accepting orders. An online store or marketplace does not grant permission to sell or ship alcohol.
Start with your business model and shipping map
Alcohol rules depend on what you do, what you sell and where the transaction takes place. A retailer selling to consumers has a different licensing path from a producer, importer or wholesaler. State and local rules also vary, and a shipment may be subject to the laws of the state receiving it.
Before choosing software or advertising a delivery area, write down the answers to these questions:
- What beverage category will you sell? Identify whether the products are wine, beer or another malt beverage, distilled spirits, or another category.
- What is your role? Are you the retailer, producer, importer, wholesaler, or more than one of these?
- Where is the inventory held? Identify the state and the party responsible for storing and shipping it.
- Where will you sell? List each intended destination state rather than assuming that permission in your home state applies elsewhere.
- Who is responsible for each part of the transaction? Identify the seller of record, payment processor, fulfillment provider and delivery party.
For each proposed product and destination, ask the relevant alcohol regulator what licenses or permits, taxes, age checks, records and delivery rules apply. Do not turn on checkout or advertise availability in a location until you have verified that the proposed sale and shipment are allowed.

Which licenses and registrations may you need?
Federal requirements depend on your role
The Alcohol and Tobacco Tax and Trade Bureau (TTB) requires federal basic permits for producers, importers and wholesalers. It does not issue retail alcohol licenses; state and local authorities handle retail licensing. TTB also says alcohol retailers must file a federal alcohol dealer registration and maintain records. Confirm the current registration form and filing instructions with TTB before relying on an older form or process.
Online sales do not create an exception to federal alcohol requirements. TTB says internet transactions remain subject to the same applicable TTB requirements, and sellers must contact the relevant state agencies about licensing, tax and other obligations.
State and local permission is not automatically nationwide
A license in your home jurisdiction is not a blanket authorization to sell or ship to consumers across the country. TTB states: “The Webb-Kenyon Act prohibits the shipment of alcohol beverages into a State in violation of the receiving State’s laws.” Rules can differ by destination and beverage category, so check both where the seller operates and where the package would be received.

There is no single “liquor license” that should be assumed to cover every online model. Ask the relevant regulators which licenses, permits, tax accounts, age-verification processes, delivery arrangements and recordkeeping duties apply to your specific business and locations. State-by-state permission counts published in a 2023 Maine Legislature-hosted summary are historical, not a current guide to where you can ship; use current state regulator guidance for decisions.

Where should you sell alcohol online?
There is no universally best channel. Compare options based on whether your seller and product are eligible, who holds the retail license and is seller of record, which states can be served, and how the channel handles payment, age checks, taxes, records, fulfillment, delivery, fees and customer data. A platform can impose its own terms, but it does not replace legal compliance.

These are channel types, not endorsements or rankings. Confirm the current requirements and terms with each platform, provider and regulator. Carrier policies and destination coverage can change, so do not infer that a particular carrier or service can transport your products to a particular state without checking directly.

Set up checkout, fulfillment and delivery responsibly
Before accepting an order, make sure your systems and partners can support the destinations you have verified. An operational checklist includes:
- Block checkout for destinations where the proposed sale or shipment has not been cleared.
- Set up age checks at purchase and delivery as required for the jurisdictions and services involved.
- Assign responsibility for tax collection, records, inventory updates, failed deliveries and returns.
- Give customers accurate delivery expectations and a process for notifications if an order is delayed or cannot be shipped.
- Confirm that the payment provider, platform, fulfillment partner and carrier accept your product and business model.
If you are authorized to ship wine, purpose-made wine bottle shipping boxes may be one packaging option to evaluate. Packaging can help prepare a shipment; it does not provide permission to sell or ship alcohol.
Make delivery promises you can meet
Online sellers need a reasonable basis for express or implied shipping-time claims under Federal Trade Commission (FTC) guidance. If you do not state a shipping time, you need a reasonable basis to believe you can ship within 30 days. That 30-day period is the rule’s default when no shipping time is stated—not a general guarantee that an alcohol shipment will arrive within 30 days.

If you cannot meet the promised time, FTC guidance generally calls for notifying the customer and obtaining consent to the delay or promptly refunding unshipped merchandise if the customer does not consent. The seller that solicits the order remains responsible under the rule even if a fulfillment house ships the goods. Check the current rule and any applicable exceptions for your situation.

TTB treats advertising on websites and other electronic sites, social networks, blogs, microblogs, apps, links and QR codes as advertising. Required statements vary by beverage type:
- Wine and malt beverages: Advertisements generally require the responsible advertiser’s contact information and the class or type of beverage.
- Distilled spirits: Advertisements generally also include alcohol content as a percentage of alcohol by volume. Certain products may require additional disclosures.
Review the current TTB requirements for the specific category and check state advertising restrictions before publishing. Review social posts and influencer content as advertising where the rules apply; federal guidance alone does not establish that a particular campaign is lawful in every state.

Keep product descriptions and promotional claims accurate. TTB says federal law addresses misleading alcohol labeling and advertising. Bottlers and importers generally need an approved Certificate of Label Approval (COLA) or an exemption certificate before products may be sold in the United States. TTB does not generally require premarket review of advertisements, although industry members may request review.
A practical launch sequence
- Define the seller and product. Record your business role, beverage category, inventory location and proposed seller of record.
- List intended destinations. Name each state where customers may place orders, and check the applicable rules for each product category.
- Confirm approvals and obligations. Ask TTB about federal requirements relevant to your role and contact state and local regulators about retail licensing, shipping, taxes, age checks, delivery and records. Verify current registration instructions directly with TTB.
- Choose a channel and partners. Confirm eligibility, fees, payment acceptance, customer-data terms and responsibility for each compliance and fulfillment task.
- Configure ordering and delivery. Apply destination restrictions, age checks, tax and record workflows, inventory controls, delivery instructions and delay notifications.
- Review product pages and promotions. Check beverage-specific advertising statements, product identity and claims, label status where applicable, and relevant state advertising rules.
- Test the operating process before launch. Walk through an order for each destination you intend to serve, including payment, fulfillment, age verification, delivery failure and customer notification.
Because permissions and operating requirements depend on the seller, beverage and destination, a U.S. launch plan should be built around current regulator guidance for the places you intend to serve—not a generic nationwide shipping list.
