You may be able to start a catering business with little upfront cash by testing a small offer, taking preorders, and avoiding major equipment or facility purchases at first. But “no money” is not a realistic promise: permits, an approved kitchen, insurance, ingredients, transport, and other operating costs may apply. Requirements depend on your location, menu, facility, and service model. This guide is for aspiring caterers in the United States; contact your state and local health department before preparing or selling food.
What “starting with no money” can—and can’t—mean
Starting lean means limiting commitments until you know what customers will buy. It does not mean skipping food-safety rules or assuming you can operate without funds. The U.S. Small Business Administration (SBA) recommends estimating startup costs and planning how to fund a business. Its launch guidance says business registration costs less than $300 in most cases, but fees vary by state and business structure; that figure covers registration, not the total cost of opening a catering operation. There is no catering-specific startup-cost estimate established here. Your total depends on local permits and inspections, kitchen access, equipment, insurance, ingredients, labor, packaging, and transport. The most useful first goal is to find out what your proposed operation will require locally, then test whether a narrow offer can cover those costs.
USAGov says there are no federal grants for starting a business. It identifies personal funds, investors, and small-business loans as possible funding routes, without guaranteeing eligibility. How to start a catering business in 13 steps
These steps are a practical planning sequence, not a universal legal checklist. Some decisions can be made in parallel, but confirm the local food rules before accepting orders or choosing a preparation site.
1. Define your service area and target customer
Choose a realistic delivery or service radius and a customer group you can reach: for example, small office meetings, family celebrations, or community events. Consider travel time, event size, service expectations, and whether the customer needs delivery, setup, or staff on site. A focused customer and service area make it easier to estimate demand and costs.
2. Research demand, competitors, and event types
Look at the caterers serving your area and the kinds of events they handle. Compare menus, portions, service styles, and order requirements using publicly available information. Ask potential customers what they need and what would make them choose a new provider. Treat interest as a signal to investigate, not proof that a particular price or order volume will be profitable.
3. Choose a narrow starter offer and menu
Start with a limited menu you can produce consistently in a facility that local authorities allow for your activity. Favor dishes that suit your available preparation capacity, safe transport, and event format. A smaller offer can reduce ingredient variety and equipment needs, but it still has to meet applicable food rules.

4. Estimate costs before setting prices
List the costs attached to a typical order and to opening the business. Include ingredients, labor, packaging, transport, equipment, permits, insurance, and kitchen access. Separate one-time purchases from recurring expenses, and account for preparation and delivery time as well as the food itself. SBA recommends calculating startup costs before launch. Use the estimate to check whether your proposed menu and service can cover costs at a plausible order volume. Do not choose a price solely by matching a competitor; your costs, portions, labor, and service differ.
5. Draft a lean business plan
A lean plan can capture the assumptions you need to test without requiring a long document. Write down your target customer, initial offer, how customers will find and order from you, key costs, needed partners or facilities, and expected revenue sources. 6. Contact the health department before selling food
Food-service requirements are not uniform across the United States. The FDA says requirements can vary with the food product and facility, and state and local authorities regulate retail food establishments such as restaurants. Call your state or local health department with your exact menu, proposed preparation location, delivery or on-site service model, and event types. Ask:
- Which food-service permits and inspections apply to this activity?
- Must the preparation kitchen be licensed or inspected, and what facilities are acceptable?
- Which food-handler credentials, if any, apply to you or your staff?
- Is home preparation allowed for this menu and catering model?
- Can you use a shared kitchen, and what approvals or documentation are required?
The FDA says a private residence is not an FDA “facility” requiring federal facility registration under the regulation it describes. That limited federal registration point does not exempt a home caterer from applicable state or local permits, inspections, zoning rules, or other requirements.
7. Verify whether home preparation is allowed
Do not assume that a cottage-food rule authorizes catering. Rules for certain home-produced foods may not cover the menu, event service, or delivery model you intend to offer. Get an answer from the relevant health department for your specific operation before preparing food for sale at home.
8. Check zoning and home-business restrictions
Ask your city or county planning or zoning office whether your proposed location and activity are permitted. Zoning can affect home-based businesses, and location can also influence taxes and regulations. 9. Choose a legal structure with the trade-offs in view
Business structure affects taxes, paperwork, fundraising, and personal liability. A sole proprietorship is simple to form, but it does not separate business and personal assets and liabilities, according to the SBA. 10. Choose a business name and handle registration and tax IDs
Check whether your chosen name is available and what registration applies in your state and locality. Determine whether you need a federal or state tax ID for your structure and activities. 11. Arrange an approved kitchen, sourcing, transport, and equipment
After confirming what local rules permit, compare preparation options on the factors that affect both cost and operating capacity:
- Permitted preparation site: whether the home, shared commercial kitchen, or rented facility is approved for your menu and service model.
- Cash commitments: rent, utilities, permits, equipment, insurance, transport, and labor, including recurring costs.
- Capacity and control: schedule availability, storage, preparation volume, and the ability to meet event timing.
- Customer and menu fit: whether the location and setup suit the events you plan to serve and allow safe, practical delivery.
Borrowing or renting suitable equipment, using preorders, or investigating shared-kitchen access may reduce upfront purchases. These are options to evaluate, not guarantees of affordability or permission to operate. 12. Set up banking, records, insurance, and customer terms
Open a business bank account if appropriate for your structure and requirements, and keep business income and expenses organized. Track receipts and order-level costs so you can see whether the menu is working. Review insurance needs for your operation, and use written customer terms that explain the order, price, payment timing, cancellation terms, delivery or setup responsibilities, and any agreed changes. Set a deposit and payment policy you can explain before accepting an order.
13. Launch a limited offer, learn, then expand carefully
Begin with an offer that matches your confirmed permits, kitchen access, staff, and transport capacity. Use preorders or a small launch menu to avoid buying more ingredients and equipment than the first orders require. After each event, collect customer feedback and compare actual ingredient, labor, packaging, and delivery costs with your estimates. Expand the menu or event size only when the numbers and operating capacity support it.

Build a funding plan from your actual startup-cost estimate rather than a generic “start for free” promise. USAGov says the federal government does not offer grants to start a business. It lists personal funds, investors, and small-business loans as possible routes; a loan is not guaranteed, and terms and eligibility depend on the lender and applicant. Before borrowing or taking on a recurring lease, test whether the proposed order volume and pricing can support repayments and operating costs. If the business only works when you ignore kitchen, compliance, labor, or transport expenses, the launch plan needs revision.
