Starting a commercial fishing business means choosing a fishery and sales model first, then verifying permits, vessel rules, landing requirements, buyers, and local economics.

To start a commercial fishing business in the United States, first choose the fishery, location, species, gear, vessel, and sales model. Those choices determine which permits and operating rules apply. There is no single nationwide commercial fishing license or universal startup checklist: federal and state or territorial requirements can overlap, and the rules vary by region, species, gear, and activity. Before buying a vessel, gear, or permit, verify the requirements with the relevant NOAA Fisheries regional office, state or territorial agency, and the Coast Guard.

How do I start a commercial fishing business?

Plan the fishery and route to market before committing capital. A business that only harvests fish may face different requirements from one that also buys from other vessels, processes seafood, transports it, or sells it at retail. NOAA Fisheries provides commercial resources for fishermen, dealers, importers, and exporters, including region-specific permit and reporting information.

  1. Define the operation. Write down the state or territory, home port, fishing area, target species, gear, season, vessel type, expected crew, and landing location. Specify whether the business will harvest only or also buy, process, transport, or retail seafood.
  2. Check fishery access and rules. Confirm permits, entry limits, seasons, area restrictions, catch limits, gear authorizations, monitoring, reporting, and landing requirements with the appropriate agencies.
  3. Verify the vessel requirements. Ask the Coast Guard and state boating or fisheries authorities what documentation, registration, endorsements, inspections, and safety requirements apply to the intended operation.
  4. Set up the business. Choose a location and entity structure, complete applicable registrations and tax setup, arrange banking and insurance, and check local permissions.
  5. Secure landing and sales arrangements. Identify where catch can be landed, how it must be reported, and which buyers, processors, docks, or dealers can handle it.
  6. Model the finances. Estimate local startup and operating costs, account for time when fishing is not possible, and use historical landings as context rather than a promise of revenue.

The exact permit and compliance checklist cannot be settled until the operation’s location, species, gear, vessel, operating area, landing point, and sales activities are known. Rules and permit availability can change, so verify the current requirements before making major purchases.

What permits do I need to fish commercially?

There is no one-size-fits-all permit list. NOAA Fisheries says most federal commercial permits are issued by its regional offices, and an operation may need multiple federal permits or a combination of federal and state permits. Federal-water rules vary by region, species, and gear; operators in state or territorial waters must also follow the relevant state or territorial requirements.

Where state and federal rules both manage a species, NOAA states: “If a fish species is managed through both state and federal regulations, federally permitted commercial fishermen must follow the more restrictive regulations regardless of where they are operating.” Confirm how this applies to the fishery and vessel you plan to use.

Check access as well as the permit name

Ask the relevant agency whether entry is open, whether permits are limited or transferable, and whether the permit authorizes your specific vessel, gear, species, area, and activity. Also ask about seasons, closures, catch limits, vessel monitoring, catch reports, dealers, and landing rules. A permit existing on paper does not establish that a new entrant can obtain it or transfer it on acceptable terms.

Use fishery-specific guides as starting points, not substitutes for current rules

For example, NOAA’s 2025 Atlantic highly migratory species (HMS) commercial guide says commercial fishermen need the appropriate federal vessel permit to harvest and sell Atlantic sharks, tunas, and swordfish. It also says the sale or purchase of billfish is prohibited in that guide’s Atlantic HMS context. The guide notes that NOAA does not broker limited-access permits, so an entrant may need to find a permit holder willing to transfer one. These are fishery-specific points, not a nationwide permit checklist; the guide says current official regulations take precedence over its summary.

What equipment and safety rules apply to a commercial fishing boat?

Check vessel obligations before buying or refitting a boat. Ask the Coast Guard and relevant state authorities which documentation, registration, endorsements, inspections, and safety requirements match your vessel, activity, and operating area. Do not assume that a recreational registration or a generic equipment list is sufficient for commercial fishing.

A Coast Guard notice on commercial fishing vessel safety requirements in the HMS context explains that catch landed and sold may constitute commercial fishing and subject a vessel to commercial fishing vessel rules. It points to applicable requirements in 46 CFR Part 28. Some Atlantic HMS charter or headboat examples in its table require safety and survival equipment and a dockside examination, depending on the circumstances. The notice says its table is not comprehensive and does not replace the legal requirements.

Use the current rules for your specific vessel and operation to determine what safety and survival equipment is required. The Coast Guard notice is a general guide, not a complete legal checklist.

How should I set up the business and its finances?

Separate ordinary business formation from fishery authorization. The U.S. Small Business Administration’s business launch framework covers choosing a location and business structure, registering where required, obtaining applicable tax IDs, handling licenses and permits, opening a business bank account, and assessing insurance. Location can affect taxes, zoning, regulation, and costs; entity structure can affect taxes, paperwork, financing, and personal liability. The SBA does not identify one universally best entity for fishing operators.

Check state, county, and city requirements based on both location and activity. A business that sells, processes, or handles seafood may have obligations beyond those for a harvesting vessel. An accountant, attorney, or small-business counselor can help assess entity and tax choices for your circumstances.

Build a cash-flow model around the actual fishery

List the costs and cash-flow gaps that apply to the operation, including:

  • Permit acquisition or transfer costs
  • Fuel, maintenance, insurance, crew, and dockage
  • Ice or cold storage, landing fees, and reporting systems
  • Periods when weather, closures, quota limits, or repairs prevent fishing

Get current local quotes and buyer specifications rather than relying on a generic startup-cost figure. The available evidence does not establish typical individual operating costs, loan terms, or expected profit, so a credible budget must be built for the particular vessel, fishery, and location.

Can I sell the fish I catch?

Confirm the landing and sales route before fishing. Ask which docks or facilities can accept the catch, what records must accompany it, how catch reports are submitted, and whether the buyer or your business needs a dealer, fish-business, or retail authorization. Contact potential buyers, processors, cooperatives, docks, and seafood dealers early; no particular buyer, price, contract, or guaranteed market is established by the available official resources.

Requirements can be state-specific. In California, for example, the Department of Fish and Wildlife says commercial catch must be recorded on an electronic fish ticket and submitted through E-Tix. Fishermen there must arrange to land catch through a licensed fish business or possess a Fisherman’s Retail License. California also describes a separate Commercial Fish Business License for businesses involving fish for profit. These are California rules, not a national standard; check the applicable rules where your catch will be landed.

How can I compare fisheries and estimate demand?

If you have not chosen a fishery, compare the practical conditions that determine whether you can enter and operate it. A useful shortlist includes:

  • Permit availability, entry limits, and transfer terms
  • Season length, quotas, closures, and legal gear
  • Vessel and equipment needs, including applicable safety requirements
  • Landing and reporting logistics
  • Buyer access and product specifications
  • Local operating costs and weather exposure

NOAA’s commercial fishing resources include non-confidential historical landings data that can be examined by year, region, state, and species. NOAA cautions that database results may differ from published versions or from other queries. Historical landings can help describe past activity; they do not predict a new entrant’s catch, price, or profit.

For national context, NOAA reports that U.S. commercial fishermen landed 8.4 billion pounds of edible and industrial fishery products valued at $5.1 billion in 2023. NOAA’s commercial resources page also says more than 80 percent of U.S. landed seafood is used for human consumption; the page does not state a year alongside that figure. Neither statistic is a forecast for a particular vessel or business.
