You can offer free shipping without losing money only when the cost is covered by the order’s contribution margin, reflected in product prices, or offset by a deliberate promotion budget. Start with your actual fulfillment costs, then choose and test an offer—such as a cart threshold—that fits your products and order mix. There is no universally profitable threshold.
What “free shipping” really costs a business
A $0 shipping charge at checkout does not make delivery free to the seller. The business still pays the carrier and may also pay for packaging and handling. Those costs have to be absorbed by the order’s margin, built into prices, or funded as a promotion. Shopify’s shipping strategy guidance makes the same point: shipping is never actually free to the business.
The useful question is therefore not whether free shipping attracts buyers, but whether the extra orders or larger baskets it may encourage contribute enough to cover the subsidy. A higher average order value (AOV) alone does not prove an offer is profitable; the added products may have low margins, and delivery costs may rise with parcel size or destination.
Work out what an order can afford
Measure fulfillment costs from real orders
Use recent carrier invoices or label purchases rather than a guessed shipping amount. Segment the figures when costs vary meaningfully by package weight and dimensions, destination, service, or product category. Add packaging and handling if they are not already included in your order costs. Carrier-calculated rates depend on origin, destination, parcel weight and size, and delivery speed; Shopify advises using accurate package data to calculate them.

A digital postal scale can help establish package weight, but it does not measure dimensions or tell you by itself which service is cheapest. Check the full parcel details against the services and routes you actually use.
Calculate contribution, not just sales
For representative baskets, subtract product costs, transaction costs, packaging, expected fulfillment expense, and other variable costs from revenue. What remains is contribution available for overhead and profit. If the offer may change discounting, returns, or picking costs, include those effects too. Gross margin by itself can overstate what is available to pay for shipping.
Use both average and median order value when setting a threshold. A few unusually large orders can pull the average upward, making it a poor description of what a typical customer spends.

Use simplified threshold math only as a screen
USPS Delivers illustrates a simple check: (proposed minimum cart value − current AOV) × gross profit margin − average shipping cost. In its example, a $35 AOV, 40% gross profit margin, and $7 average shipping cost produce −$1 at a $50 minimum and $3 at a $60 minimum. Those are illustrative inputs and outputs, not a forecast for another store. The calculation omits operating costs beyond its assumptions, so it should not replace a basket-level contribution calculation.

Treat it as a test idea, not a rule: your costs, margins, and order distribution determine whether any particular number works. See USPS Delivers’ free-shipping guidance.
Choose an offer structure that fits your costs

Free shipping, flat rates, and carrier-calculated rates solve different problems. Shopify describes the tradeoffs in its shipping strategy guide. A threshold can also be paired with a flat-rate strategy rather than treated as the only shipping choice.

Set a threshold using your own orders
List recent orders by value and estimate the contribution left after variable costs and shipping. Then compare candidate thresholds with that distribution: how many current orders already qualify, and how many would need customers to add products? Test more than one threshold if practical, including options around the store’s AOV or median order value rather than adopting a generic dollar figure.
Track the effects together: conversion, average and median order value, units per order, shipping cost per order, contribution margin, and the share of orders that receive free shipping. Keep test periods and traffic conditions comparable. If customers add low-margin items just to cross the minimum, AOV can rise while profit falls.

Configure the rules so checkout works as intended
Shipping settings need to cover the orders and destinations in the offer. Shopify supports order-value and weight-based rates, product-specific shipping profiles, and free-shipping discounts for eligible customers. Its help documentation warns that orders outside configured rate tiers can encounter a shipping error at checkout.
- Define eligibility: Set the minimum spend, shipping zones, eligible products or customers, and any service-speed limits.
- Choose the rate method: Use order-value or weight-based tiers where appropriate, or carrier-calculated rates when parcel costs vary too much for a reliable flat estimate.
- Check the boundaries: Test representative orders at, below, and above each threshold, including different weights, products, and destinations. Confirm each eligible order receives the intended rate and that other orders still have a valid option.
- Review parcel data: Verify product weights and package dimensions, especially if checkout rates are calculated by a carrier.

Show the minimum spend, geographic coverage, excluded products, service speed, and other material conditions where shoppers can see them before committing. If you use a threshold, a cart message such as “$X away from free shipping” makes the requirement clear. Avoid calling an offer unconditionally free if exceptions apply. With carrier-calculated rates, accurate weights and dimensions help prevent unexpected checkout costs.

What consumer surveys can—and cannot—tell you
Survey findings show that shipping costs matter to shoppers, but they do not say what a particular merchant can profitably afford. In FedEx’s 2024 consumer survey, 81% of respondents said they were always or sometimes willing to add to their cart to qualify for free shipping, while 38% believed there should be no threshold. In that same report, 65% of surveyed merchants required a minimum purchase; among those merchants, 44% set it between $50 and $79. These figures describe that report’s respondents, not a universal customer response or recommended threshold. See FedEx’s 2024 report.
AlixPartners’ 2026 US Home Delivery Survey found that 94% of surveyed consumers said free shipping affects purchase decisions, two in three said they abandon a cart when shipping fees exceed approximately $10, and consumers expected free delivery in an average of 2.7 days. The survey also found that 64% of surveyed executives said home delivery was not yet profitable. Those results are specific to that US survey and should not be blended with FedEx’s separate 2024 findings or treated as a forecast for any store. See AlixPartners’ 2026 US Home Delivery Survey.
