To write a strong Upwork proposal, tailor it to the job’s deliverables, show relevant proof, explain your approach and terms, and answer the client’s questions. No format can guarantee a hire: Upwork’s guidance describes how to submit a proposal, not a formula with a measured success rate. Think of “winning” as making your fit and next steps clear—and deciding whether the job is worth your time and Connects.
1. Decide whether the project is worth applying for
Before you draft, compare the job with your skills, schedule, and the cost of applying. A proposal takes time, and the Connects required are shown on the job post and can vary.
- Scope and deliverables: Can you identify what the client expects you to deliver?
- Skills and proof: Do you have relevant skills and work you can point to honestly?
- Deadline and effort: Can you meet the deadline without underestimating the work?
- Terms: Do the hourly rate or fixed-price budget and proposed milestones make sense for the work?
- Client and post activity: Review the client’s history and feedback, hiring plans, and the post’s proposals or interviews. A busy post may mean more competition, but Upwork does not quantify how that affects your chance of being considered.
- Time to apply: Do you have enough time to write a specific, careful proposal?
Upwork advises freelancers to consider fit, availability, time to apply, client history and hiring plans, and activity on the post. Its Connects guidance says the required amount for a proposal can change during a post and depends on factors including project size, scope, and market demand. Check the live amount rather than relying on a fixed cost.
Connects are not returned simply because a client rejects your proposal, hires someone else, the post expires without a hire, or you withdraw. Upwork says they may be returned if the client cancels before a contract or Upwork removes a post for a Terms of Service violation; returned Connects are reusable tokens, not cash refunds. 2. Name the client’s actual need
Read the post for its scope, deliverables, deadline, required experience, and any stated preferences about working independently or with the client’s team. These details help you decide what to address and what remains unclear. Upwork’s job-posting guidance for clients identifies these as useful details in a project brief.
Open with the specific outcome the client wants—not a generic introduction about being hardworking or passionate. For example, if the post requests a set of product pages by a deadline, refer to those pages and the deadline rather than saying only that you can help with writing.
3. Lead with relevant, verifiable proof
Choose one or two examples that make your fit easy to assess: a related portfolio item, prior Upwork job, credential, or other work sample. Explain the connection between the example and this project. Do not claim results, clients, or experience you cannot substantiate.

Use the proposal to direct attention to the most relevant proof; use your profile for the fuller picture. Upwork’s freelancer onboarding guidance recommends completing a profile with skills, portfolio, and work history. Its proposal workflow also allows relevant work samples and profile highlights to be added.
4. Explain your approach and first steps
Give the client a short, job-specific account of how you would handle the work. A simple sequence—such as reviewing supplied materials, producing a first draft, and incorporating agreed feedback—can show that you understand the work without turning the cover letter into a full project plan.
Keep the approach within the scope described. If a missing detail could change the work, flag it as a question rather than silently assuming an answer.

5. Make timing and terms understandable
State a realistic timeline or milestone plan and make the proposed hourly rate or fixed-price terms clear. For a fixed-price job, connect milestones to deliverables where appropriate; for hourly work, be clear about the expected effort if you can reasonably estimate it. Avoid promising a deadline before accounting for the scope and dependencies.
Upwork’s proposal guidance says to set terms and a time estimate. When deciding on a rate or bid, it advises considering skill, effort, complexity, urgency, expenses, and personal financial needs. The appropriate figure depends on the project and your circumstances; the guidance does not establish a universal rate.
6. Answer screening questions and ask only useful questions
Answer each screening question directly and in the requested format. Do not make the client search through your cover letter to find an answer that belongs in a separate field.
Use your own questions for genuine gaps that could change scope, acceptance criteria, timing, or dependencies. One or two focused questions are usually more useful than a long list of details that can wait until a conversation. Suggest a sensible next step through Upwork Messages, such as discussing a key requirement.
Upwork describes the cover-letter task this way: “Describe what you can do for the client, ask questions about the project, and suggest next steps, such as a chat or video call via Upwork Messages.”

From the job post, select Apply now, then follow Upwork’s submission flow. The available options can vary by post; some use a video interview with Uma instead of a cover letter. If AI tips appear while you write, treat them as prompts to review—not a substitute for checking that the application is accurate and specific.

- Set the hourly or fixed-price terms and time estimate.
- Write the cover letter and answer the screening questions.
- Add relevant work samples or profile highlights, such as portfolio items, certificates, or prior Upwork jobs.
- If proposal boosting is offered, decide whether to use it. Boosting uses Connects and is a bid against other freelancers; the amount needed to win varies.
- Review the application, proofread it, and send it.
Before sending, check that the promised work matches the post, your proof is relevant, your terms and estimate are correct, and the Connects amount is still acceptable to you. Upwork says most proposal parts can be edited up to six hours after submission or until the client has viewed the proposal; after that, terms can still be edited until acceptance or rejection. A customizable proposal outline
This is a starting point to adapt, not a format endorsed by Upwork:
Hi [client name, if shown] — Your post calls for [specific deliverable or problem]. I’ve handled [relevant, verifiable experience], and [sample or profile item] shows [specific connection to this job]. I’d approach it by [brief steps], with [realistic timeline or milestone]. [One or two material questions about the brief.] If that fits, I’d be glad to discuss the details here on Upwork.
Replace every bracket with accurate, job-specific information. Remove any claim you cannot support, and answer required screening questions in their designated fields.
