Start with the funding source’s current requirements, then build a clear case for the amount you need, how you will use it, and what the funding will make possible. A loan or investment request usually calls for a detailed business plan; a grant application must follow the specific funder’s notice, forms, and scoring criteria.
Choose the right format before you write
A funding proposal is not one universal document. First decide whether you are seeking debt, equity investment, or a grant, then get the lender’s checklist or the grant program’s current notice. For grants, confirm eligibility, required forms, evaluation criteria, page limits, attachments, file rules, and deadline before drafting. Requirements vary by program, so use the notice as the controlling instructions.
The U.S. Small Business Administration’s business plan guidance outlines a traditional plan that can support financing requests. Grant guidance from the Office of Justice Programs and Health Resources and Services Administration illustrates how proposals must respond to the specific agency’s requirements.
Build the proposal around the funder’s decision
Write a concise executive summary
Open with what the business does, whom it serves, the opportunity or need, the amount requested, and the result that funding will enable. Make the summary specific enough that a reader can understand the request without searching through the rest of the document. The SBA recommends including the company, product or service, leadership, location, high-level financial information, and growth plans when seeking financing.

Explain the business case
Describe the customer problem, your product or service, target market, competitive advantage, and how you will reach customers and generate sales. Support claims with evidence and concrete details. Explain who will manage the work and why the team has the skills or experience to deliver.
State the request precisely
Give the amount, financing type, time horizon, and requested terms. For a loan, explain the repayment period or other terms you are requesting; for equity, describe the investment sought. Break down how the money will be used, why each cost is needed, and what operating need or milestone it supports. The SBA’s funding-request guidance likewise calls for the amount, whether the request is debt or equity, requested terms and period, and planned use of funds.

Connect spending to results
Show how the proposed spending supports the outcome the funder cares about. For a business loan, explain how the investment will support operations or growth and how the business expects to generate enough cash flow to repay it. For a grant, connect each activity and cost to the project’s goals, expected outcomes, and the applicant’s ability to manage the work.
Make the financial case credible
For a business with operating history, include relevant historical income statements, balance sheets, and cash-flow statements. Add forward projections that match the amount requested and the spending plan. Explain the assumptions behind projected sales, costs, timing, and cash flow rather than presenting forecasts as guaranteed results.

The SBA describes a five-year projection outlook, with monthly or quarterly detail for the first year, as general planning guidance. It is not a universal lender checklist; follow the specific institution’s requirements. Check that the narrative, financial statements, projections, and use-of-funds schedule agree on amounts and timing.
Tailor a grant application to its notice
Grant applications require more than a generic business-plan template. Explain why the funds are needed, what they will pay for, how the work will be managed, what goals and outcomes are expected, and why the applicant can deliver. The Office of Justice Programs notes that proposal contents depend on the agency’s requirements and generally address need, use of funds, and management. HRSA guidance advises applicants to define need and goals, describe the response and impact, align the budget with proposed activities, address evaluation criteria, and follow technical rules.

Before submission, compare each narrative section and budget line with the notice’s scoring criteria and required attachments. Verify eligibility, allowable costs, any match or cost-share requirement, forms, signatures, file formats, page limits, and deadline in the current notice. Requirements differ among programs; do not assume a generic grant format will satisfy them.

Assemble and check the final package
- Collect the funder’s instructions. Use the lender’s current checklist or the grant’s current notice to identify every required section and attachment.
- Draft the request and budget together. Tie each line item to a business need, project activity, milestone, repayment rationale, or grant outcome.
- Reconcile the numbers. Confirm that the requested amount, uses of funds, narrative, historical statements, projections, and grant budget agree.
- Attach relevant evidence. Include requested supporting materials, such as resumes, licenses, contracts, credit histories, or financial exhibits, when relevant and required.
- Check submission details. Verify eligibility, signatures, forms, page limits, file formats, attachments, and deadline against the funder’s instructions.
- Close with a clear next step. Briefly reinforce why the request is credible and invite the funder to review the supporting materials or discuss the application.
A polished proposal makes the case for a funding decision; it does not guarantee approval or replace eligibility checks, underwriting, or competition for a grant.
