To get a fishing license in Germany, start with the state where you plan to fish and follow that state’s application route. Requirements, exams, fees and tourist options vary by state. You may also need a separate permit for the specific lake or river: a fishing license alone does not necessarily grant access to a particular water.
Do you need a fishing license to fish in Germany?
In general, plan to obtain the fishing license required by the state where you intend to fish, then check whether that water requires its own permit. State rules are not uniform, and the official examples below show different qualifications and application routes. Check the competent authority’s current instructions for your exact case rather than assuming one state’s rule applies throughout Germany.
For example, Bavaria’s application guidance says anglers generally need both a valid fishing license and a valid permit for the water. Saxony-Anhalt’s guidance likewise describes an additional water permit.
How to apply for a German fishing license
- Choose the state and water. Identify the state where you will fish and, if possible, the exact lake or river. Licensing and water-access rules depend on the location.
- Find the state’s official application page. Search the relevant state portal for Fischereischein beantragen (“apply for a fishing license”). Confirm which local authority handles the application and whether it is submitted in person or through another channel.
- Check the examination and qualification rules. Find out whether you must pass a fishing examination, whether an equivalent is accepted, and whether an exception applies to your circumstances. Do not assume an exemption in one state applies elsewhere.
- Gather the documents listed by the authority. State guidance may ask for an identity document, a passport photo and proof of examination. Check the current list for your applicant category; minors may have additional consent requirements.
- Confirm the fee, validity and application method. Use the state’s current service page or ask the competent authority about the fee and how long the license lasts.
- Get the permit for the specific water, if required. Ask the water’s operator, fishing-right holder or authorized leaseholder about availability, permitted dates, methods and local conditions.
- Carry the required proof while fishing. Check the state’s rules on what you must have with you and show during an inspection.
Can tourists fish in Germany?
Tourists may have a route that differs from the ordinary application, but access depends on the state. Bavaria’s official guidance says a temporary visitor without a residence in Germany, such as a tourist, can apply without a prior examination. The same page describes a tourist annual license for adults without German residence, with a maximum duration of three months per year. This is a Bavaria-specific route, not a Germany-wide exemption.

Hamburg directs people without German residence to apply through the Authority for the Environment, Climate, Energy and Agriculture (BUKEA). Its ordinary fishing-license route lists proof of a passed fishing examination. The Hamburg service page was updated on August 14, 2024, so confirm current requirements with the authority before applying.
If you are visiting, contact the responsible authority in the state where you will fish. Ask whether you qualify for a tourist or nonresident route, what documents it requires, and whether the intended water also requires a separate permit.

What state examples show about exams, fees and permits
These examples illustrate how requirements differ; they are not a complete guide to all 16 states.

How to check the permit for a lake or river
Treat the fishing license and the water permit as separate checks. The license concerns your qualification or authorization under state rules; the water permit gives permission to fish a particular water when required. Bavaria’s official page says the permit is issued by the fishing-right holder or an authorized leaseholder. Saxony-Anhalt directs anglers to local clubs, angling associations and commercial fishers for water permits.

- Confirm that it covers the person fishing and the intended method.
- Check local restrictions and conditions before you go.
- Ask what documents must be carried and shown during an inspection.
What to compare before choosing an application route
If you already know where you will fish, use that state’s rules rather than comparing states as if one were universally best. Check these details with the responsible authority:
- Whether an examination is required and which equivalents are accepted.
- Whether tourists or other nonresidents have a separate route.
- Which authority issues the license and how to apply.
- Required documents, age rules and any consent requirements.
- Fees, levies, validity and renewal conditions.
- The water-specific permit, fishing methods and local conditions.
