Possibly, for some foods and inputs—but the available price data do not show how much, if any, grocery inflation was caused by Trump’s tariffs. Tariffs can increase the cost of covered imports, and some of that cost may reach shoppers. But the rules changed, some agricultural goods were excluded, and grocery prices also reflect processing, retailing and other costs. The claim that the trade war will make groceries broadly more expensive is therefore a risk to assess, not a measured result.
What changed in the tariff rules?
The policies did not apply one uniform rate to every imported food, and their scope changed over time. Product classification, country of origin and the specific order determine whether a good is covered. Two important sets of changes came in November 2025 and February 2026.

As of October 8, 2026, the cited February surcharge proclamation’s stated end date has passed. The official material cited here does not establish whether a later order extended or replaced it, so it cannot support a claim that the surcharge is currently in force—or that no later measure took its place. Current treatment requires checking later orders and the applicable HTSUS classification.
Which groceries could be affected?
The clearest answer is not a simple list of foods: exposure depends on the product’s tariff classification, origin and applicable exception. A category’s price increase by itself does not prove that tariffs caused it.

A tariff is charged on covered imports, so it can raise an importer’s costs. Whether shoppers pay more, and how quickly, depends on factors such as sourcing alternatives and how businesses absorb or pass along costs. The cited sources do not measure that pass-through for grocery prices.
What happened to grocery prices?
USDA Economic Research Service (ERS) figures show that food-at-home prices rose overall, while individual categories moved differently. Those figures describe price changes; they do not identify tariffs as their cause.

- 2025: Average U.S. food-at-home prices were 2.3% higher than in 2024, below the 20-year historical average annual increase of 2.6%, according to USDA ERS. Beef and veal prices rose 11.6% over the year.
- August 2026: In its September 25, 2026 update, USDA ERS reported that food-at-home prices were unchanged from July to August and 2.2% higher than in August 2025.
- 2026 outlook: USDA ERS forecast a 2.4% increase in food-at-home prices for 2026. This is a forecast, not a final annual result.
The 11.6% increase in beef and veal is notable, but it cannot be attributed to tariffs from these figures. USDA ERS explains that retail food prices partly reflect farm-level commodity prices, while processing and retailing play a greater role in determining supermarket prices. Production, labor, transportation, energy, disease, weather, demand and other supply conditions can also affect prices.

A higher shelf price is not enough to establish a tariff effect. A useful assessment needs to connect the policy to the specific product and then to the observed retail price.

- Identify the exact product and origin. Similar foods can have different customs classifications, and treatment can depend on where a product came from.
- Check the policy and effective date. Determine whether that classification was covered on the date the goods entered the country, and whether an exemption applied.
- Look for a change in import costs or sourcing. A covered duty could raise costs, but a supplier or importer may absorb some of it or switch sources.
- Compare the timing and the relevant price data. Price changes in a food category can have several causes. They do not, on their own, isolate the effect of tariffs.
The official USDA price figures cited above do not provide a causal estimate of how much grocery inflation came from the tariff actions. That distinction matters: tariffs are a plausible cost pressure on covered goods, but the available figures do not show that they explain broad grocery-price increases.
