To start an airline, first define where it will be based and exactly what it will do: scheduled or charter/on-demand service, passenger or cargo, and domestic or international operations. Those choices determine which regulators and approvals apply. In the United States, economic authority from the Department of Transportation (DOT) is separate from the Federal Aviation Administration’s (FAA) safety certification; in the European Union, covered commercial air transport operations require an Air Operator Certificate (AOC) before they begin. There is no universal startup budget or launch timetable in the official guidance discussed here.
Decide what kind of airline you are building
“Airline” can describe very different operations. A scheduled passenger carrier, an on-demand charter operator and a cargo carrier do not necessarily follow the same approval path. Your home jurisdiction, operating model, aircraft and intended routes shape both the regulator’s requirements and the evidence you will need to provide.
Use this comparison to identify the right starting point. It is a roadmap, not a substitute for confirming the rules with the regulator responsible for your proposed operation.

How U.S. airline approval works
For a U.S. air carrier, economic fitness and safe operating capability are evaluated through distinct tracks. A founder should plan for both rather than treating one approval as a substitute for the other.

DOT economic authority: show the business is fit to operate
DOT reviews applications for new economic authority through a public-docket process. Its fitness review examines whether the proposed carrier has the management capability, operating plan and financial resources to provide the proposed service. DOT describes its approach as a three-part test.
- Management experience: The team must have relevant aviation and business experience for the operation it proposes.
- Operating and financial plans: The plans should show a reasonable understanding of startup costs and set out a specific, verifiable capital plan.
- Compliance and ownership: DOT considers whether owners or managers have compliance, safety-violation or consumer-fraud histories that raise concerns. U.S. citizenship ownership and control rules also apply.
For the ownership rules described in DOT’s guidance, at least 75 percent of voting interest must be owned or controlled by U.S. citizens. The president and at least two-thirds of directors and managing officers must meet citizenship requirements, and actual control must remain with U.S. citizens. DOT does not set a single general startup-capital figure in this guidance. The capital case must fit the proposed service and its operating plan. Before economic authority becomes effective, applicants must provide third-party verification that they have acquired the necessary capital. A forecast alone is not the same as verified funding.

FAA Part 121: demonstrate a safe, working operation
For a proposed operation subject to Part 121, FAA certification is a phased assessment of the applicant’s systems and ability to operate safely—not simply a document filing. The FAA evaluates regulatory compliance, safety risk management and whether the applicant can design, document, implement and audit safety-critical processes.

- A schedule of events and management qualification forms.
- Proposed operations specifications, aircraft information, and proof of access to facilities and aircraft.
- Evidence of a DOT economic-authority request and corporate documents.
- Manuals, programs, training plans and audit or compliance materials.
- Outsourcing agreements and the status of drug and alcohol, security, hazardous materials and environmental programs.
The FAA checklist page was last updated April 1, 2020. It states that the formal application letter is due at least 45 days before the requested formal application meeting, with additional pre-application checklist items due at least 15 days before that meeting. These are checklist submission intervals—not an estimate of total certification time. Confirm current forms, instructions and timing with the FAA office handling the application. Can you start a small charter airline?
Possibly, if the proposed operation qualifies for the relevant charter or on-demand framework and you meet its requirements. The FAA maintains a distinct Part 135 certification path. Its requirements overview discusses ownership, a principal base, aircraft for exclusive use, insurance and designated management personnel. Depending on the operation, economic authority or air-taxi registration may also be relevant.
The important distinction is the service you intend to provide, not simply the size of the aircraft or company. Do not assume that a Part 135 path authorizes scheduled airline service. The FAA and DOT requirements depend on the operation’s scope, so describe the intended service, routes and aircraft when asking which path applies. What an EU airline applicant needs to prepare
In the EU, an operator must apply for and obtain an AOC before beginning covered commercial air transport operations. The application describes the applicant and proposed operation, aircraft type and number, management system and organizational structure, accountable manager and nominated persons with their qualifications, and the operations manual. It also includes a statement that the application documentation has been checked for compliance.
The applicant must demonstrate compliance with applicable regulations, suitable aircraft airworthiness and an organization appropriate to the operation’s scale and scope. EASA’s acceptable-means guidance recommends submitting the initial AOC application at least 90 days before intended operations and the operations manual no later than 60 days before. These are recommendations in the EU guidance, not guaranteed processing times or a global launch schedule. The competent authority assesses the specific application. There is no substantiated universal figure in the official sources cited here. They do not establish a single minimum cash requirement, aircraft cost, route break-even point or time to profitability. Any estimate that ignores the jurisdiction, service type, fleet access, operating plan and funding structure risks giving a misleading answer.

Instead, build a cost and capital plan around the actual operation you intend to apply to run. DOT expects an operation-specific understanding of startup costs and a specific, verifiable capital plan. For planning purposes, connect your assumptions to the evidence your regulators and operating plan will require:
- Aircraft and fleet access: Identify the aircraft needed for the service and demonstrate the relevant access or arrangements.
- Bases and facilities: Account for the operating base and facilities appropriate to the proposed operation.
- People and capability: Match leadership experience, staffing and training plans to the scale of the airline.
- Operating and safety systems: Plan for manuals, programs, compliance processes and the ability to implement and audit them.
- Maintenance and external arrangements: Document how maintenance and any outsourced functions will be handled.
- Working capital: Show how the company will fund its planned operation, with evidence that meets the regulator’s requirements.
These are planning categories, not a quoted budget or a complete financial model. A route-level business case and forecast require assumptions specific to the airline; the regulatory guidance alone does not supply those figures.
How long does it take to get an airline certificate?
The cited procedural periods do not establish a total startup or certification duration. For U.S. Part 121 applicants, the FAA’s process has five phases and includes gates, assessment and proving tests. The FAA checklist’s 45-day and 15-day intervals apply to specified pre-application submissions, not to the full approval process.
For EU AOC applicants, EASA recommends an initial application at least 90 days before intended operations and an operations manual no later than 60 days before. Those are recommended submission lead times, not a promise that an AOC will be issued within that period. Actual timing depends on the competent authority’s assessment of the application. Rules, forms and procedures can change, so confirm current requirements with the relevant regulator before setting a launch date.
