Mastercard said it had not evaluated games or required restrictions on game platforms. Valve, however, said payment processors and acquiring banks cited Mastercard-related rules and brand risk when Steam was told certain games could threaten its payment access. The public statements establish competing accounts of how the removals came about—not that Mastercard directly ordered specific games removed or that the games were illegal.
What happened
In July 2025, Valve added Steamworks language barring content that may violate standards set by its payment processors, related card networks and banks, or internet network providers—particularly certain kinds of adult-only content. Valve said it retired games after receiving notice because losing payment methods could prevent customers from buying other Steam titles and content. Valve’s response, reproduced by GamingOnLinux

On August 1, Mastercard issued a public statement denying that it had evaluated any game or required restrictions on activity on game creator platforms. It said merchants must have controls to prevent unlawful transactions, including purchases involving illegal adult content. Mastercard’s August 1, 2025 statement
On August 3–4, reporting from TechCrunch and Game Developer described Valve’s account that concerns had reached Steam through payment processors and acquiring banks, which cited Mastercard Rule 5.12.7. Game Developer’s report

Did Mastercard ban games on Steam?
Mastercard said it did not evaluate games or require restrictions on game creator platforms. Valve said it was notified by payment processors and acquiring banks that certain games might violate standards tied to those intermediaries and their related card networks and banks. Valve also said the intermediaries rejected Steam’s policy of trying to distribute games legal for distribution, and cited Mastercard Rule 5.12.7 and risk to Mastercard’s brand.
Those statements describe different parts of a possible chain of events: Mastercard’s public denial of direct evaluation or platform restrictions, and Valve’s account of concerns relayed through intermediaries. The available reporting does not include the underlying correspondence, so it does not independently establish who made the operative decision or the exact instructions Steam received.

What Mastercard said about illegal content
Mastercard’s statement framed its requirements around preventing unlawful purchases, including purchases involving illegal adult content. That is Mastercard’s description of its position; it is not a finding that every game removed from Steam was illegal. The available statements do not establish the legal status of individual titles.
What Rule 5.12.7 says, as reported
Game Developer reproduced reported wording of Mastercard Rule 5.12.7. It bars submitting a transaction that is illegal or that, in Mastercard’s sole discretion, may damage goodwill or reflect negatively on its marks. The quoted rule gives examples of material described as patently offensive and lacking serious artistic value, including nonconsensual sexual behavior, sexual exploitation of a minor, nonconsensual mutilation, and bestiality. The source reviewed here is reporting that reproduces the rule language, not the full current Mastercard rules document. The rule’s reported brand-goodwill provision is broader than a test of whether a transaction is illegal; that distinction helps explain why Valve’s account described both the rule and brand risk.

Why payment access mattered to Valve

How the Itch.io episode fits
TechCrunch reported separately that Itch.io removed adult content from browse and search during an audit, then began re-indexing some free adult games while negotiating with payment processors.
