When Silicon Valley Bank failed in March 2023, Zillow chief economist Skylar Olsen outlined two possible effects on housing: banking uncertainty could bring mortgage rates down in the near term, while a deeper downturn could weaken jobs, incomes and homebuyer demand. It was a conditional forecast during a developing shock—not evidence that SVB’s failure alone caused a particular change in home prices or sales, and not a current market outlook.
Why a bank failure could move mortgage rates
Mortgage rates do not simply follow the Federal Reserve’s policy rate. They also respond to financial-market expectations and conditions. In Zillow’s March 14, 2023 analysis, Olsen suggested that banking uncertainty might lead investors and markets to reassess the strong Fed rate increases that had seemed likely shortly before. If expected rate increases eased, mortgage rates could fall as well. Zillow Research’s March 14 analysis presented this as a possible short-term effect, not a measured causal estimate.
That distinction matters: the forecast described a market response to uncertainty surrounding SVB and the banking system, not a direct mechanism by which one bank’s failure automatically lowers mortgage rates.
The possible short-term benefit: lower rates and improved affordability
A sustained decline in mortgage rates could reduce monthly payments for some buyers, improving affordability and potentially drawing people back into the spring homebuying market. Olsen said the heightened risk might provide a short-term boost through lower rates, while cautioning buyers to plan for volatility.

Contemporary rate reports show how quickly conditions were moving. GeekWire reported the 30-year fixed rate at 6.57% on Monday, March 13, 2023, after 6.76% the preceding Friday; it also cited a recent 7.05% peak on the preceding Wednesday. A subsequent report put the rate at 6.75% on Tuesday. These were dated snapshots reported at the time, not current rates or proof that SVB alone caused the changes. GeekWire’s March 14 coverage, updated March 15 reported those figures.
In an April 14 follow-up, Zillow for Agents said 30-year fixed rates had fallen nearly half a percentage point since SVB closed. The same follow-up warned that more bank stress could hurt housing over a longer period if it led to job losses or recession. The opposing risk: recession, job losses and weaker demand
Lower rates do not guarantee a stronger housing market. If banking stress spread or contributed to a broader recession, households could face lost jobs, reduced income or diminished wealth. Those pressures can make buyers delay a purchase or reduce what they can afford, potentially outweighing any benefit from lower mortgage rates.
Olsen highlighted the San Francisco Bay Area and Seattle as especially exposed to a technology downturn because tech employment and stock prices have an outsized influence in those markets. How the two scenarios could play out

The scenarios can overlap: rates might ease while economic conditions deteriorate. In that case, the effect on housing would depend on which force mattered more to buyers and sellers in a given market.
Why lower rates would not automatically increase listings
Mortgage rates can affect supply as well as demand. Zillow’s March 21, 2023 market report described how higher rates discouraged some existing owners from selling and limited the number of homes listed. It reported that February 2023 new listings were nearly one-third below the pre-pandemic level and 22% below the prior year. Those figures describe the broader market at the time; they do not show that SVB caused the low listing count. If rates fell, some buyers might find homes more affordable, but sellers’ decisions and the number of homes available would still shape the outcome. A change in buyer demand alone does not establish what will happen to prices or transaction volume.

Olsen’s practical message was to avoid treating a short-lived rate drop as certainty. She advised buyers, especially in high-priced areas, to account for rate volatility and consider whether they wanted to keep a home for several years while building equity. That is a general planning consideration, not a guarantee about future home values or a substitute for evaluating an individual budget.
