How the Airline Deregulation Act Shook Up U.S. Aviation

The 1978 law loosened federal control of domestic airline fares and routes, expanding competition and fare options while producing uneven results across markets.

The Airline Deregulation Act of 1978 phased out federal control of domestic airline fares and routes, giving carriers more freedom to set prices, enter markets, expand service, or leave routes. That shift helped reshape competition and fare choices, but it did not make every ticket cheaper or preserve the same service for every community.

What did the Airline Deregulation Act change?

Before the Act, the Civil Aeronautics Board (CAB) regulated which airlines could serve particular routes and what fares they could charge. Airlines generally needed CAB approval to add or abandon routes or change fares. The 1978 law phased out those federal economic controls over domestic air travel and made it easier for airlines to form, expand into new markets, and withdraw from others. The U.S. Department of Transportation (DOT) says domestic fares are deregulated and U.S. carriers do not file domestic passenger fares and rules with the Department: DOT aviation policy.

This was economic deregulation, not the end of government involvement in aviation. The 1986 Government Accountability Office (GAO) review of deregulation explicitly excluded airline safety from its scope. The law changed how domestic fares and routes were controlled; it should not be read as removing all aviation regulation.

Did deregulation make air travel cheaper?

It created more room for airlines to compete on price, and early fare measures show both lower average fares and a more varied set of prices. But a falling average does not mean every fare fell.

What the early fare figures show

Between 1978 and 1984, GAO found that the inflation-adjusted average fare paid per mile fell 6 percent. In the same period, full fares rose and discount fares became more common. The average therefore reflected a changing mix of tickets, including more discounted travel—not a uniform reduction in every ticket price. These figures are an early-period comparison, not a measure of the Act’s effect on today’s fares. GAO’s 1986 review discusses the fare and service changes.

What later comparisons add

In a 2026 review, GAO reported that domestic fares were generally lower in 2024 than in 2007, incorporating available airline ancillary fees. That comparison offers modern context, but it does not isolate the Act’s causal effect: many developments occurred between those years. GAO’s 2026 review of airline competition also examines how competition and market structure affect outcomes.

How did competition and air travel grow?

Early indicators were consistent with the expectation that fewer barriers to entry and route changes could encourage competition. GAO counted 30 airlines providing scheduled interstate service in 1978 and 37 in 1984. It also reported increases in nonstop service, departures, and available seats for many passengers, though service gains were not evenly distributed.

Longer-run figures show how much the domestic airline industry expanded, but they do not prove that deregulation alone caused the growth. For U.S. domestic airlines excluding cargo, GAO reported the following comparisons between 1978 and 2005:

These are measures of industry scale, not a route-by-route account of who benefited. GAO’s 2006 report provides the figures and broader historical context: GAO’s 2006 review of airline industry changes.

Why did some passengers and communities fare differently?

Airlines gained flexibility to adjust where and how often they flew. That could mean more nonstop options and departures on busy routes, but a smaller market might not support the same frequency or direct service. Later GAO analysis found that passengers on average made more connections and that service improvements were less evident in smaller markets.

Competition also varies by airport and route. GAO’s 1990 report found that concentrated airports could have higher fares and less competition. Airport access and other barriers to entry matter: a system with deregulated fares can still produce uneven results when a small number of airlines dominate a market. National averages can therefore mask different experiences among travelers.

What happened to small-town air service?

Because commercial airlines could leave routes, Congress established the Essential Air Service (EAS) program to help eligible communities that had scheduled service before deregulation retain a minimum level of scheduled air service. EAS is a targeted safety net, not a guarantee that every small community will receive the same routes, frequency, or fares as a major hub.

DOT reported that, as of Fall 2024, 65 Alaska communities and 112 communities in the contiguous states, Hawaii, and Puerto Rico received EAS subsidies or Alternate EAS grants. Those counts are dated and can change as eligibility and program arrangements change. See DOT’s Essential Air Service program page.

Why can’t every change in aviation be credited to the Act?

The airline industry changed alongside deregulation, and fares, routes, and service were affected by many forces. In its 1986 report, GAO stated: “Because many factors affected the airline industry since 1978, GAO could not quantify direct cause and effect relationships between deregulation and the industry’s current status.” Later competition analysis likewise considers factors such as airport access, mergers, airline finances, and product choices. The Act created more flexibility for market competition; it did not determine every later outcome.

The lasting change was a move from federal economic control of domestic routes and fares toward a market where airlines had greater freedom to compete and adjust service. That brought more price options and substantial industry growth, while leaving outcomes dependent on the route, airport, and community.
