Compare flights by the total cost of the services you will actually use—not just the starting fare. Before paying, check the exact fare rules, baggage allowance for each flight segment, and any costs for seats, changes or cancellation. Optional services can add to an advertised fare, and their prices and rules vary by airline and itinerary.
What the advertised fare includes—and what it may not
For airfare marketed to U.S. consumers, the U.S. Department of Transportation (DOT) says an advertised fare includes applicable government taxes and fees as well as mandatory carrier-imposed surcharges. Optional services may cost extra. DOT’s ticket-buying guidance also cautions that basic or discounted fares can have tighter restrictions, such as baggage limits, no advance seat assignment or non-refundability.
That means the lowest displayed price may not represent the cost of the trip you want. A fare that excludes a carry-on, checked bag or seat selection may cost more after you add the services you need. Airline-specific inclusions and prices can change, so verify the current terms for your itinerary before buying.
Compare fares using the same travel needs
List the services you expect to use, then compare the options on that basis. For example, if you need a carry-on and want to choose a seat in advance, include those costs when comparing a restricted basic fare with a fare that includes them. Do not treat different bundles as equivalent just because one has a lower starting price.

Check baggage rules for every flight segment
Before purchase, confirm which bags are included and the size and weight limits. Check fees for additional, overweight or oversized bags, too. Review the rules for every segment and operating carrier on the itinerary; a connecting trip may not have identical baggage terms throughout.
A luggage scale can help you check a packed bag’s weight against a stated limit, but it cannot tell you what the limit is. Confirm the carrier’s current allowance and fees for the specific flight.

Read change, cancellation and refund terms
Before paying, find out what happens if you need to change or cancel the booking and whether the fare is refundable. The UK government’s consumer guidance for air travel recommends checking baggage allowances and associated fees, along with costs that may apply if you amend or cancel a booking. This is UK guidance; it should not be read as a statement of U.S. law or a universal rule.
For U.S. bookings, DOT’s guidance also recommends checking the fare conditions. The applicable terms depend on the fare and itinerary, so do not assume a change or cancellation will be free because another fare or airline offers that flexibility.

Inspect optional services and the final checkout total
Optional extras can include baggage, seat selection, meals, Wi-Fi, pet transport and priority services. DOT says optional services cannot be added automatically in a way that requires consumers to opt out; they may be added only with the consumer’s agreement. Review each selection during checkout, remove anything you do not want, and confirm the final total before submitting payment.
Know who sold and operates your flight
The airline shown on a ticket as the seller or marketing carrier may differ from the airline operating the flight. Check the operating carrier’s baggage and other relevant rules for each segment. If you book through a third-party agent, keep the itinerary and booking terms and note whom to contact if you need help with the ticket.

A practical pre-payment checklist
- Write down the bags, seat options and flexibility you actually need.
- Compare fares after accounting for those same services.
- Verify baggage types, size and weight limits, and extra, overweight or oversized-bag fees for every segment and operating carrier.
- Read the change, cancellation and refund conditions for the exact fare.
- Review optional selections and remove anything unwanted.
- Check the checkout total and save the itinerary and terms, especially when booking through an agent.
For flights marketed to U.S. consumers, the DOT’s 2024 ancillary-fee rule summary describes upfront disclosure requirements for fees including first and second checked bags, carry-ons, and changes or cancellations. The U.S. Government Accountability Office’s report on the rule records staged compliance dates, including April 30, 2026, for small ticket agents. Those rulemaking materials and scheduled dates alone do not establish current enforcement status or how a requirement applies to every booking channel. They are not a substitute for checking the current terms for your trip. The sources cited here do not establish one global rule for passengers in other countries.
