How Is the Fishing Industry Run? From Catch and Farming to Seafood Markets

The fishing industry spans wild capture and aquaculture, fisheries management, processing, transport and trade. Here’s how its production systems and seafood value chains work.

The fishing industry runs through two production systems—wild capture and aquaculture—then a chain of processing, transport, marketing and sale. Governments and regional bodies shape how wild fisheries operate, while farms and fishing businesses respond to production costs, buyers, trade and environmental conditions. There is no single worldwide rulebook or business model.

What counts as the fishing industry?

The term covers more than boats catching fish. It includes the people and businesses that supply gear and other inputs, harvest wild fish or raise aquatic animals, process and move products, and sell them to consumers or other markets. Some production is used for food; some becomes products such as fishmeal and fish oil.

The two main production branches are wild capture fisheries, which remove aquatic organisms from natural waters, and aquaculture, which raises aquatic animals in managed systems. In 2024, aquaculture produced more aquatic animals globally than capture fisheries, although capture remained a major source of production.

How do wild capture and aquaculture differ?

The two systems should not be treated as interchangeable. Capture management is tied to wild stocks and fishing activity; aquaculture is managed production. Rules and business arrangements vary by species, country and fishery.

How is a fishery managed?

There is no global authority operating every fishery under one rulebook. National and regional authorities set rules, while regional bodies help coordinate management where stocks are shared across jurisdictions. Common goals include sustaining fisheries, maintaining production for domestic and export markets, and improving fishers’ socioeconomic conditions.

Authorities and analysts use information about catches and landings, fishing effort, fleets, labor and economic conditions. These data can support monitoring, surveillance and control. Management tools can limit how much fishing capacity is active, regulate where or when fishing occurs, or set catch limits and quotas. Which controls apply depends on the fishery and its governing jurisdiction.

What happens between harvest and sale?

After fish are caught or farmed, products may be sorted, cleaned, processed, transported, marketed and sold. Processing can happen aboard a vessel or on land. It can preserve a catch or turn it into a product with a different shelf life or use.

  • Preserving and preparing: icing, freezing, salting, drying and smoking.
  • Cleaning and portioning: removing heads, fins, scales, bones or entrails; shucking shellfish.
  • Making other products: canning, packing shellfish, producing surimi, and making fishmeal or fish oils.

Products may be sold locally or exported, and some cross multiple borders before reaching buyers. FAO describes small-scale value chains that can begin with gear making and harvesting and continue through consumption. In some settings, small-scale fishers and fish workers face limited price and market information, weak bargaining power, inadequate infrastructure for keeping fish fresh, or difficulty meeting buyer quality standards. These are documented constraints, not conditions that apply to every business.

How large is the global industry?

FAO’s 2026 global release reports production figures for 2024. The measures below distinguish total fisheries and aquaculture production from aquatic-animal production; they are not all measures of fish intended for direct consumption.

For historical context, FAO’s 2024 SOFIA release reported 223.2 million tonnes of total production in 2022: 185.4 million tonnes of aquatic animals and 37.8 million tonnes of algae. It estimated 61.8 million people employed in the primary sector in 2022. That employment estimate is not directly comparable with the newer, broader livelihood estimate.

What do the global figures leave out?

Global totals describe scale, not the financial health of each fishery or farm. FAO’s statistical guidance notes that aquaculture production value is available, while capture-fisheries production value is not collected consistently or consistently available. Comparable country-by-country data on revenue, costs, employment and profitability therefore cannot be assumed.

Nor are sustainability measures interchangeable: a share of landings from biologically sustainable stocks is different from a share of stocks classified as sustainable. Any comparison of specific fisheries needs matching evidence for the country, species, year and measure being compared.

What shapes the industry’s performance?

Seafood production supports food supplies and livelihoods, but its benefits and food availability are uneven. Sustainability, climate change, environmental degradation, economic shocks and trade conditions all affect how the sector operates. The performance of a particular business or fishery also depends on its production system, species, rules, processing and cold-chain capacity, access to buyers, and local versus export markets.

For a finance-minded comparison, start with the specific business or fishery rather than assuming the global totals describe its economics. Check how it produces, what rules govern it, how products are processed and sold, and whether financial and employment data use comparable definitions and years.
