Steam uses the payment methods available for your region. At checkout, it applies Steam Wallet funds first by default; if your balance does not cover the total, you can choose an available method to pay the remainder. Review the payment choice before confirming, because your Wallet balance is spent unless you change that selection.
How Steam checkout works
- Add the item to your cart and proceed to checkout.
- Review the payment method on the confirmation screen. Steam says it tries to use Wallet funds first by default. Change the selection before submitting if you do not want to spend that balance.
- Choose a method for any remaining amount. If your Wallet balance is short, checkout shows other methods available for your account’s current region.
- Enter billing information if prompted and confirm the purchase. Steam may request a name and physical address even when you pay with Wallet funds.
- Keep the receipt. You can view or print receipts through Steam Support, and check Account Details or purchase history if you need to follow up.
Steam’s billing FAQ explains that location information helps meet EU sale-sourcing requirements and supports the correct sales-tax calculation in the United States and Canada.

Why Steam Wallet funds may be used first
Wallet funds are a stored balance on your Steam account, not a separate payment method that checkout automatically ignores. By default, Steam applies that balance to a purchase. If it is insufficient, Steam presents other payment methods for the difference. Check the final confirmation screen to see how the purchase will be paid.
Steam Wallet funds cannot be transferred or gifted to another Steam account. Funds purchased on Steam may be eligible for a refund request within 14 days if none have been used; see Steam’s Wallet refund terms.

Payment methods depend on region and currency
There is no single payment-method list that applies to every Steam customer. The options offered at checkout depend on the account’s region and currency, so use the methods actually displayed for your purchase.
As an example of how availability can change, Steam’s Purchasing Issues page says PayPal transactions are unavailable in currencies other than EUR, CAD, GBP, JPY, AUD, and USD. Steam attributes this to a payment processor termination it was notified of in early July 2025 and says restoration timing was uncertain. Confirm availability at checkout rather than assuming a method is currently supported.

Steam also advises that a mismatch between your Wallet currency, purchase currency, store country, or payment method can contribute to purchase failures. Use a payment method that matches your current store country; Steam recommends disabling proxy or VPN software when diagnosing a declined purchase.
Why Steam asks for billing information
A billing-information prompt does not necessarily mean you selected a card or another local payment method. Steam may ask for your name and physical address whether you pay with Wallet funds or another option. It says the information helps determine where a sale is sourced in the EU and calculate applicable sales tax in the United States and Canada. Tax reporting also follows local requirements.

What to do if a purchase fails or a charge is pending
A failed purchase message and a pending bank transaction can appear at the same time. Steam says it does not collect funds for a transaction it declined. A bank may nevertheless place a temporary hold while checking the address or card security; the bank controls when that hold disappears. Steam says release can take up to 30 days in some cases, depending on the bank’s policy.
Steps to troubleshoot a declined purchase
- Try completing the purchase on the Steam website if it failed in the client, or in the client if it failed on the website.
- Check the billing address and payment details for errors.
- Disable proxy or VPN software and try again.
- If the error continues, use the Steam Support purchase-issues path and provide the exact error message.
For a pending line after a declined purchase, contact your bank or payment provider about its hold-release timing; Steam does not control that schedule.

How Steam refunds return your money
For eligible game and software purchases, Steam’s general policy allows a refund request within 14 days of purchase if you have played for less than two hours. The policy was last updated April 23, 2024. Approved refunds are generally issued within a week, and Steam sends the money to the original payment method when that method supports refunds in your country. If it cannot refund to the original method, it credits your Steam Wallet.
Those general limits do not apply identically to every purchase. DLC, in-game purchases, subscriptions, hardware, bundles, gifts, and other content can have separate rules; check the section for your purchase type in Steam’s refund policy.

Steam Wallet codes and gift cards
Redeeming a Steam Wallet code adds funds to your balance, which checkout may then spend as described above. Steam says physical gift cards are being phased out as existing retail stock sells through, with retailers expected to be out by the end of 2026. Existing cards remain redeemable, and digital Steam Gift Cards continue to be offered. See Steam’s Wallet and payment support information for current details.
