Short answer: HelloMillions is a real social-casino service operated by B-Two Operations Limited, but that does not settle whether its sweepstakes-style games are lawful where you live or establish that its privacy, fairness, or safety claims have been independently verified. The Illinois Gaming Board issued a cease-and-desist demand in February 2026, while HelloMillions’ current terms and its Google Play listing conflict about availability in Illinois and Tennessee. If you’re asking “is it legit?”, distinguish the company’s existence and its own description of the service from the separate questions of local legality, prize redemption, and user safety.
What HelloMillions is—and what “legit” does and does not mean
HelloMillions is operated by B-Two Operations Limited, which its Terms of Service identify as an Isle of Man company. The current terms are version 2.3, dated July 15, 2026. That identifies the operator; it is not, by itself, proof that the service is licensed or lawful in every place where someone can access it.
The operator describes HelloMillions as social games for entertainment and says it does not offer real-money gambling. Its terms state: “THE SOCIAL GAMES, THIS WEBSITE AND ANY RELATED WEBSITES OR ONLINE APPLICATIONS DO NOT OFFER ‘REAL MONEY GAMBLING.’ NO ACTUAL MONEY IS REQUIRED TO PLAY, AND THE GAMES ARE INTENDED FOR ENTERTAINMENT PURPOSES ONLY.” That is the company’s characterization, not an independent legal determination.
The operator also describes a dual-coin model: Gold Coins are virtual tokens for playing games and, under the terms, do not confer ownership rights. Sweepstakes Coins are described on the HelloMillions homepage and About page as usable in games and redeemable for prizes or cash prizes; the operator also says no purchase is necessary. These descriptions do not independently establish how a particular player can obtain coins, qualify for a prize, meet redemption conditions, or receive a payout. Review the current official rules and redemption requirements before participating.

Is HelloMillions legal where you live?
There is no sound basis in the reviewed material for a blanket answer that HelloMillions is legal throughout the United States or illegal everywhere. The legal dispute is geographically specific, and the strongest official evidence is an Illinois Gaming Board letter dated February 4, 2026.
What the Illinois Gaming Board said
In its February 4, 2026 cease-and-desist letter, Marcus D. Fruchter, the Board’s administrator, wrote: “The Illinois Gaming Board (the “IGB”) has reason to believe that Hello Millions is engaged in the operation of an illegal online casino in violation of the Illinois Criminal Code.” That sentence states the Board’s position and its reason to believe; it is not a final court judgment.

The letter says the Board observed HelloMillions offering Illinois users slots and table games through internet and mobile access on January 14, 2026, with an opportunity to win. It says the company was not licensed or authorized by the Board for online gambling activity in Illinois, and demands that the company block Illinois residents or discontinue the service. The materials reviewed do not establish whether HelloMillions later complied, whether the Board withdrew its demand, or whether a court resolved the dispute.
Where the terms and app listing disagree
HelloMillions’ terms name 17 prohibited states. Its Google Play listing, updated September 8, 2026, says the app is available in 35 states and the District of Columbia, but its state list includes Illinois and Tennessee—both named as prohibited in the terms. The listing and the terms therefore do not provide a consistent answer about availability in those states.

Because those sources conflict, do not treat an app-store download option as confirmation that participation is permitted for you. Check the current terms, official rules, and local requirements before registering or playing; the terms themselves place responsibility for local legal eligibility on the user.
What the privacy disclosures say
HelloMillions’ Privacy Policy, last modified May 5, 2026, says the company may collect several categories of information. The categories include identifying details such as name, email, phone number, residence and ID number; official identity documents; profile and age-related information; and financial or payment details, including supporting documents. The policy’s list does not establish that every user necessarily provides every type of information.

The Google Play listing presents developer-provided data-safety declarations of no data collected, no data shared, encryption in transit, and the ability to request deletion. Google cautions that practices may vary by use, region, and age. Those declarations differ in scope from the broad information categories in the website privacy policy. Neither disclosure is an independent privacy audit, so read the applicable notices in context before submitting personal, identity, or payment information.

HelloMillions’ homepage claims its game studios supply independently tested random number generators, that the service is restricted to people aged 21 or older, that accounts are verified, and that responsible-play tools include play limits, temporary breaks, and self-exclusion. These are operator claims. The reviewed material does not include an audit report verifying RNG testing or establish the full availability and operation of those tools.

The service’s stated age rule is over 21, or the higher applicable age of majority. A HelloMillions help article, “How do I sign up to HelloMillions?” (June 18, 2025), describes registration through Facebook, Google, or email; the email route asks users to confirm they are over 21 and not in a restricted state. A registration prompt is not evidence of independent verification or a guarantee that every user is eligible.
Google Play’s listing claims more than 1,500 games; that is the listing’s figure, updated September 8, 2026, not an independently verified count. The sources reviewed do not establish typical prize-redemption timing or reliability. Individual app-store reviews, whether positive or negative, cannot establish what users generally experience.
