The proposal paired temporary government funding with a two-year suspension of the federal debt limit. The House passed a different funding bill the next day, averting a shutdown and extending funding through March 14, 2025.
What the House voted on
H.R. 10515, titled the American Relief Act, 2025, was a revised stopgap funding proposal. It followed the collapse of an earlier bipartisan funding agreement. President-elect Donald Trump opposed that agreement and urged Republicans to include a suspension of the debt limit in a replacement proposal. The revised bill combined short-term government funding with a two-year debt-limit suspension.
The funding provision and the debt-limit provision addressed different issues: one continued government operations temporarily, while the other would have suspended the federal borrowing limit for two years. The bill was backed by Trump, who was president-elect at the time; he was not yet president.
Why the bill failed
The House considered H.R. 10515 under suspension of the rules, a procedure that required a two-thirds majority for passage. The official House record described the result as: “Failed by the Yeas and Nays: (2/3 required): 174 – 235, 1 Present (Roll no. 516).” House Clerk, Roll Call 516.

The measure fell short of the two-thirds threshold, and more members voted against it than for it. Contemporaneous reporting said opposition included dozens of Republicans and nearly all Democrats, so the defeat was not simply a party-line rejection. Associated Press coverage and Roll Call coverage reported on the political response.
What happened after the vote
The failed vote did not itself shut down the government. It left Congress facing the December 20 funding deadline, and the House passed a different stopgap measure, H.R. 10545, on December 20. That measure extended funding through March 14, 2025. It was a replacement passed the following day—not the bill rejected on December 19. Congress.gov, H.R. 10545.
The distinction matters: H.R. 10515 was the Trump-backed proposal that failed; H.R. 10545 was the different bill that passed and kept funding in place temporarily.

The proposed two-year suspension of the federal debt limit was part of H.R. 10515. Because that bill failed, its debt-limit provision did not become law through that vote. The subsequent H.R. 10545 stopgap was a different measure; its passage should not be described as approval of the failed proposal’s debt-limit provision.
