Automation can reshape tasks as well as jobs, and its effects vary by technology, occupation and country. Whether a UBI would provide useful security depends on its eligibility rules, payment level, funding and interaction with existing benefits and wages.
Automation changes work, but exposure is not the same as job loss
Automation is not a single event in which a fixed share of jobs disappears. A technology may take over some tasks, change what a role requires, or create demand for other work. The effect depends on which tasks can be automated, how employers adopt the technology and how workers and institutions respond.
Different studies measure different risks
An OECD task-based estimate published in 2019 found that an average of 14 percent of jobs in participating OECD countries faced high automation risk over a 10-to-20-year horizon. That estimate concerned the automatable content of tasks; it was not a forecast that 14 percent of workers would lose their jobs. The same OECD report said four out of ten jobs created in highly digital-intensive sectors over the preceding decade were in those sectors. That figure does not show that digitalization alone caused every job counted.
A separate OECD analysis of robot adoption reported associations that varied across skill groups and countries: employment declined in elementary occupations and occupations in the middle of the skill distribution, while high-skill occupations such as professionals and technicians increased. The report also noted evidence of polarization in some countries, notably the United States. These findings concern robot adoption in that analysis, not every form of automation or generative AI.

The International Monetary Fund estimated in 2024 that almost 40 percent of global employment was exposed to AI. Exposure means potential contact with AI, not a prediction that those jobs will be eliminated. The International Labour Organization’s 2023 and 2025 analyses likewise describe effects that vary by occupation and demographic group, with augmentation—AI changing or assisting work—more likely than widespread automation in many roles. These estimates should not be treated as competing counts of jobs certain to vanish: they use different measures, technologies and scopes.
Why UBI enters the automation debate
A UBI is a proposed regular cash payment made broadly to individuals without conditioning receipt on employment or a demonstrated need, though the precise definition and design can vary. Its appeal in an economy undergoing technological change is straightforward: a predictable payment could provide a source of income that is not tied to holding a particular job. That may matter when work is disrupted or earnings fluctuate.

This is a rationale for considering UBI, not proof that it would prevent displacement, replace lost wages or improve every recipient’s finances. The World Bank’s guide to UBI presents automation-driven job loss as one argument proponents make, alongside other motivations, and treats UBI as a policy choice with context-specific trade-offs rather than a prescription. A cash payment’s usefulness would depend in part on its size, how it is funded and what support it replaces or supplements.
What a UBI pilot can—and cannot—tell policymakers
A limited pilot can provide evidence about outcomes for participants in a particular setting. It cannot, by itself, settle whether a permanent nationwide program is affordable, how it would affect the wider economy or whether it is better than other forms of support. The World Bank identifies systemwide questions that pilots cannot fully answer, including financing, inflation, links to pensions, the relationship to minimum wages and political economy.

Those questions matter because a national UBI would operate alongside taxes, public benefits, wages and pension arrangements. A pilot’s results should therefore be read in light of its payment design, participants and setting—not treated as a complete verdict on a different program at national scale.
How to judge UBI against other forms of support
UBI should be compared with targeted transfers, unemployment insurance, wage subsidies, retraining and other social protection by asking what each policy is designed to cover and how the pieces would fit together. The available evidence does not establish one winning option. For a personal-finance perspective, the key questions are:

- Coverage and eligibility: Who qualifies, and does support reach people whose work or income is outside formal employment?
- Adequacy: How large is the payment, and would it meaningfully protect household income?
- Financing and incidence: What funds the program, what is its fiscal cost, and who bears the taxes or other costs?
- Interactions: Does it supplement or replace existing benefits, and how does it fit with pensions, minimum wages and the tax system?
- Work and security: How might the design affect employment incentives, workers’ bargaining power and resilience to income shocks?
These are design questions, not settled findings about the effects of any one program. A payment that is broad but too small to meet its intended purpose presents a different policy choice from a more adequate payment with a higher funding requirement. Likewise, replacing existing support with a universal payment has different consequences from adding a payment on top of it.

Labour-market conditions also include the availability and quality of work, inequality and access to social protection. The ILO’s Employment and Social Trends 2026 projected global unemployment at 4.9 percent in 2026 and a global jobs gap of 408 million in 2026. The jobs gap is distinct from the unemployment rate: it describes unmet demand for paid work beyond the headline unemployment count. These are projections and broader labour-market measures, not evidence that automation caused those conditions or that UBI would solve them.

That distinction is important when assessing a proposal framed as an answer to automation. UBI may be considered as one way to strengthen income security, but a policy response also has to address what problem it is meant to solve—job loss, unstable earnings, inadequate access to support or another concern—and whether its design reaches the people affected.
What would make UBI a credible response?
A credible case for UBI would need to connect the scale and nature of work changes to a specific program design. Policymakers would need to make explicit who receives the payment, how adequate it is intended to be, how it is financed, and how it interacts with other protections. They would also need to distinguish evidence about participants in pilots from conclusions about national costs and effects.
On the evidence available, increasing automation gives policymakers a reason to examine income security, but it does not determine that UBI is the answer. UBI is one possible response whose merits depend on the problem, design and trade-offs; the automation estimates alone cannot settle that choice.
