In South African Grade 12 Business Studies, the human resources (HR) function manages work related to employees so the business can meet its objectives. The Department of Basic Education’s learner book identifies recruitment, selection, induction, placement, salary determination, fringe benefits and legislation as core parts of the topic. This overview explains what each involves and how the stages connect.
What does human resources do?
HR links an organization’s staffing needs with the people who do its work. Its activities include bringing employees into the business, assigning them to roles, determining pay and benefits, and addressing employment requirements. The Department of Basic Education describes it as a function with “a wide variety of core functions” in its Grade 12 Business Studies learner book.
These activities are connected, but they are not always handled by one HR department or in an identical order in every organization. In the South African Grade 12 topic, the employee-entry sequence is recruitment, selection, induction and placement, alongside salary determination, fringe benefits and legislation.
How are employees recruited and selected?
Recruitment and selection are related but distinct. Recruitment seeks candidates; selection assesses candidates to decide whom to appoint.

| Activity | What it means | Example question |
|---|---|---|
| Recruitment | Attracting people to apply for a vacancy. | How can the business reach suitable applicants? |
| Selection | Evaluating applicants to choose a person for appointment. | Which applicant best meets the role’s requirements? |
Good recruitment gives the business a pool of candidates to consider. Selection then focuses on suitability for the particular position. In broader HR planning, a business may first identify the work and staffing it needs; OpenStax presents job analysis and HR planning before recruitment and selection in its Introduction to Business chapter summary.
What are induction and placement?
After appointment, induction introduces a new employee to the organization, while placement assigns that person to a role. Induction helps the employee understand the workplace and expectations; placement makes clear where the employee will work and what position they will occupy.
Rank #2
| Activity | Purpose | Illustration |
|---|---|---|
| Induction | Familiarize a new employee with the organization. | Explain workplace procedures, responsibilities and key contacts. |
| Placement | Assign the employee to a suitable job or position. | Allocate the appointed employee to the relevant team and role. |
What are salary and fringe benefits?
Salary is the employee’s pay for work; fringe benefits are additional benefits forming part of the employment package. They are separate concepts, so a salary figure alone does not describe the whole package. The specific salary and benefits offered depend on the job and the employer; the Grade 12 learner book names salary determination and fringe benefits as HR activities but does not establish a universal package.
How does South African legislation affect HR?
Employment decisions take place within the laws applicable in the country. The Department of Basic Education’s Grade 12 Business Studies teacher guide directs teachers to consider the implications of the Skills Development Act (SDA), Labour Relations Act (LRA), Basic Conditions of Employment Act (BCEA) and Employment Equity Act (EEA) for HR. The guide is a curriculum teaching aid, not a substitute for current legislation or legal advice. This overview identifies the acts named in that Grade 12 guidance; it does not explain their detailed requirements.

Legal frameworks differ across countries. For example, Manitoba’s Grade 12 Business Management curriculum and Texas’ Human Resources Management course standards address their own jurisdictions’ employment rules. Their provisions should not be treated as South African law.
What broader HR work may follow?
School curricula and introductory business texts commonly extend the topic beyond the employee-entry steps. Depending on the organization and course, HR-related work may include training and development, performance evaluation, workplace safety, employee relations and managing an employee’s exit. OpenStax’s general sequence includes training, performance appraisal and compensation before an employee leaves; the South African learner book’s core list is the more direct guide to the Grade 12 topic.

Other curriculum examples show this wider scope: Gwinnett County Public Schools includes recruitment, selection, training, development, compensation and evaluation in its Human Resources Principles course catalog, while Manitoba’s curriculum includes hiring, evaluations, termination, staffing, training and workplace safety. These examples illustrate common HR themes, not requirements that can be imported into South African law or assumed to be in every Grade 12 assessment.

The Department of Basic Education’s National Curriculum Statements Grades R–12 frame schooling as preparation for meaningful participation and the transition from education to work, with learning progressing from simpler to more complex ideas and supporting inclusion. In that context, the HR topic helps learners understand how a business brings people into work, supports their employment and operates within relevant rules. The Grade 12 teacher guide also notes that the topic builds on Grade 11 learning.
