A federal shutdown can disrupt air travel, but the effects depend on which agencies lose funding. A lapse affecting the Federal Aviation Administration (FAA) can strain air traffic operations and lead to traffic restrictions; a Department of Homeland Security (DHS) lapse can affect Transportation Security Administration (TSA) checkpoint staffing and wait times. Neither means that every flight will be delayed or that flying is generally unsafe. For a specific trip, check your airline and the FAA’s live status for both airports.
How a shutdown can affect air travel
Federal funding lapses do not affect every agency or aviation service in the same way. The FAA oversees air traffic operations; TSA, part of DHS, screens passengers at airport checkpoints. Which agency is affected—and the facilities and dates involved—matters more than the general label “shutdown.”

These are distinct pathways: TSA checkpoint queues are not the same as FAA traffic delays. A DHS-only lapse need not affect controllers in the same way. What happened during the 2025 shutdown
The 2025 funding lapse provides a documented example, not a forecast for a future shutdown. The FAA said controllers had worked without pay since October 3, 2025, and described monitoring safety reports and staffing triggers as the system came under strain. The agency said that when staffing shortages increase, it slows traffic into some airports to ensure safe operations. FAA statements.

Flight reductions at 40 high-impact airports
In November 2025, the FAA issued an emergency order applying phased reductions to scheduled operations at 40 high-impact airports. The FAA and Department of Transportation described the action as a proactive safety measure in response to operational strain—not as a declaration that flying was generally unsafe. FAA Administrator Bryan Bedford said, “We are seeing signs of stress in the system, so we are proactively reducing the number of flights to make sure the American people continue to fly safely.” Read the FAA emergency order and the DOT and FAA announcement.
The order ended as staffing triggers declined
The FAA announced that the emergency flight-reduction order would end at 6 a.m. on November 17, 2025, after staffing-trigger events declined. The agency reported 81 triggers on November 8 and one on November 16. Those counts describe specific dates during that shutdown; they are not a current staffing measure or a prediction of what a later lapse will cause. FAA’s termination announcement.

How to check whether your flight is affected
- Check the airline first. Use the operating airline’s app or website before leaving for the airport, and keep checking for changes. For cancellations, rebooking and carrier-specific options, contact the airline.
- Check FAA status for both airports. Review the FAA National Airspace System Status for your departure and arrival airports. It reports airport events and delay programs, but it does not explain every individual flight or establish that a particular delay is shutdown-related.
- Separate screening waits from traffic delays. If TSA staffing is in question, allow additional time for security screening. That is different from an FAA traffic-flow restriction, which can affect flight operations.
- Use the airline to find out what happened to your booking. The FAA’s Air Traffic Control System Command Center says air traffic control does not cancel a passenger’s flight and directs travelers to the airline for cancellation information. Read the FAA ATCSCC FAQ.
Do not assume a delay was caused by a shutdown
FAA status reports can list weather, traffic volume, runway construction and other causes of airport disruptions. A delay occurring during a funding lapse is not, by itself, evidence that shutdown staffing caused it. Check the current status and airline updates rather than inferring a cause from timing alone. The FAA’s live status feed changes over time; a historical status snapshot cannot establish today’s conditions.

A shutdown alone does not establish that you are entitled to a refund or compensation, or that a travel-insurance policy will cover your losses. Check current U.S. Department of Transportation guidance and your airline’s contract terms for the applicable disruption. For insurance, review the actual policy’s covered reasons, exclusions and claim process; coverage depends on the policy and circumstances.
