In a November 2024 editorial published in The Indian Express, he called for fair treatment and freedom to operate for businesses, while saying that government agencies should not be used to intimidate them. The headline wording is a paraphrase: Gandhi’s reproduced sentence says “at the expense of all others.”
What did Rahul Gandhi say?
In the editorial “A New Deal for Indian Business,” Gandhi wrote: “The government cannot be allowed to support one business at the expense of all others, much less support benami equations in the business system.” The piece identifies him as Rahul Gandhi, M.P., and is credited courtesy of The Indian Express. Scroll reported the editorial on November 6, 2024.
Gandhi also wrote: “Government agencies are not weapons to be used to attack and intimidate businesses.” These statements express his argument; they do not, by themselves, establish that any particular business received improper support or that an agency was used to intimidate it.
What did Gandhi mean by “monopolists”?
Gandhi compared the monopolistic power of the East India Company with what he described as a “new breed of monopolists.” He argued that businesses outside the most powerful groups faced an unfair environment. He also said large monopolists were not evil individuals, but outcomes of social and political conditions. His stated objective was fairness and freedom to operate for other businesses while allowing large monopolists space as well.

Gandhi did not name the companies he meant in the editorial. Scroll noted that the Congress had frequently accused the BJP-led Union government of favouring conglomerates owned by Mukesh Ambani and Gautam Adani; that context is not an identification by Gandhi in this piece.
What followed the editorial?
On November 7, 2024, India Today reported Gandhi’s allegation that several “play-fair businesses” told him a senior minister had called and pressured them to praise Prime Minister Narendra Modi and government programmes on social media. Gandhi did not identify the companies, according to the report. The reviewed coverage does not independently verify that calls occurred or identify recipients, so this should be understood as an allegation attributed to him.

What is established—and what is not?
- The editorial argues for fair treatment of businesses and against using government agencies to intimidate them.
- The reproduced editorial includes assertions about businesses and borrowers, but provides no statistical source or methodology for figures such as “lakhs of businesses” and “top 100 well-connected borrowers.” They should not be treated as independently verified statistics.
- The coverage cited here does not include an independent response from the government or the companies named or implied in the broader debate. It establishes what Gandhi argued and what contemporaneous outlets reported, not the truth of the underlying allegations.
