GM ended BrightDrop electric delivery-van production at its CAMI Assembly plant in Ingersoll, Ontario, on October 21, 2025. The plant was still idled in Unifor’s latest update, dated August 30, 2026. More than 1,000 Local 88 members were affected, according to the union; no replacement product or restart date had been announced in the sources reviewed.
What happened at GM’s CAMI plant?
CAMI Assembly built GM’s BrightDrop electric delivery vans. GM said production had been suspended since May 2025 before it confirmed in October that BrightDrop production at the plant had ended and would not move to another site. The company said it would assess future opportunities for the facility. GM’s October 21, 2025 announcement described the decision as an end to production, not a temporary pause.
Unifor said more than 1,000 Local 88 members were affected and were already on layoff when the decision was announced. Counts reported later vary by date and worker category: GM Authority reported around 1,200 initially affected and about 1,089 hourly and salaried workers still on layoff as of August 2026. That secondary-outlet figure is a later snapshot, not a single reconciled count. Unifor’s October 2025 statement and GM Authority’s August 2026 report provide those separate figures.
Why did GM end production?
GM attributed the decision to commercial electric delivery-van demand growing more slowly than expected, CAMI operating below capacity, and regulatory changes that made the business more challenging, including the elimination of U.S. tax credits. The company said the plant had been operating under a production suspension since May. GM Canada president and managing director Kristian Aquilina said the decision was “driven by market demand” and did not reflect the commitment or skill of CAMI’s workforce. GM’s statement

Unifor also blamed U.S. policy changes and tariffs for contributing to the cancellation. The union’s account differs from GM’s stated explanation; the sources do not establish a single agreed cause. In April 2025, when GM described the stoppage as a temporary production pause, the company cited demand and high inventory and said it was not a tariff-driven decision. That forecast was superseded by the later end of BrightDrop production. The Associated Press’s April 11, 2025 report covered the pause; Unifor’s October statement presented the union’s position on the later decision.
What is the latest status of the plant and its workers?
In an agreement ratified on August 30, 2026, GM committed to seek opportunities for CAMI, while the plant remained idled and most members were on indefinite layoff. The agreement does not name a new CAMI product or set a restart date. Unifor GM Master Bargaining Chairperson Trevor Longpre said the work to bring production back to CAMI was not over. The agreement gives CAMI first consideration for Canadian Armed Forces defence work if GM is awarded that work. This is conditional: it is not a defence contract for GM or a confirmed production assignment for CAMI. No worker recall schedule was announced in the sources reviewed.
Income support for eligible laid-off workers
Unifor said the income-maintenance plan for eligible laid-off CAMI members was extended through May 2028. Eligibility details depend on the agreement; affected workers should consult Unifor or the official agreement materials for their individual circumstances. This 2026 extension is distinct from GM’s October 2025 announcement that hourly employees would receive six months of salary and could receive lump-sum payments and other benefits. Do the other GM investments mean CAMI will reopen?
No. The 2026 agreement confirmed investments at other Ontario facilities, not a CAMI product allocation.
| Facility | Announced commitment | How it relates to CAMI |
|---|---|---|
| Oshawa | C$144 million for next-generation heavy-duty GMC Sierra production | Investment at a different plant; no CAMI allocation stated |
| St. Catharines | C$215 million for a next-generation transmission program, with production anticipated to begin in late 2029 | Investment at a different plant; no CAMI allocation stated |
These commitments were included in the broader agreements covering more than 4,600 workers across Oshawa, St. Catharines, Woodstock, and Ingersoll. They do not establish a restart plan for Ingersoll. Unifor’s announcement on the agreements and investments

How the situation changed from the original pause
- April 11, 2025: The Associated Press reported GM planned a temporary halt through much of spring and summer because of lower-than-expected BrightDrop demand and high inventory. Unifor then expected one shift after the pause, a forecast that implied around 500 indefinite layoffs.
- May 2025: Production was suspended, according to GM’s October announcement.
- October 21, 2025: GM confirmed BrightDrop production at CAMI had ended. Unifor said more than 1,000 members were affected.
- August 30, 2026: CAMI members ratified the agreement with 96.5% support. The plant was still idled, most members were on indefinite layoff, and GM committed to seek opportunities for the facility.
The April expectation of a return to one shift did not become the outcome: GM later ended production at CAMI. AP’s April 2025 report; Unifor’s August 2026 ratification results
Quick Recap
What remains unknown

- No production restart date or worker recall schedule has been announced in those sources.
- The defence provision depends on GM first winning Canadian Armed Forces work; neither an award nor CAMI production is confirmed.
