Under the current National Food Security Act (NFSA) entitlements, Priority Households receive 5 kg per person each month, while Antyodaya Anna Yojana (AAY) households receive 35 kg per household each month.
What Rajnath Singh said—and what the report establishes
At an election rally in Karakat, Bihar, on May 29, 2024, Union minister and BJP leader Rajnath Singh asked, “Are you not getting 5 kilograms of foodgrains each?” He added: “I know if there are four members in a family, each is getting a supply of 5 kilograms and those who are not able to consume it, sell off the surplus.” Scroll reported the remarks through PTI on May 30, 2024. These are Singh’s assertions, not independently verified findings about beneficiaries generally. The report does not show how often households have more grain than they can use or whether resale is widespread. Its account of his separate comparison about food inflation is also an attributed claim; the underlying data and method are not established here.
How much foodgrain do households receive?
The entitlement depends on the household category. The standard NFSA rules distinguish a per-person allowance for Priority Households from a fixed household allowance for AAY households. The Department of Food and Public Distribution’s 2023 review states the following quantities:

For a four-member PHH household, the stated formula works out to 20 kg per month. That calculation is not a rule for every ration-card household: AAY uses the 35 kg household entitlement instead. The quantities describe entitlements; they do not establish how much grain any particular household actually collects, uses, or sells.
What changed about free ration?
Free distribution has had distinct phases. During the COVID-19 relief period, the Pradhan Mantri Garib Kalyan Anna Yojana (PMGKAY) provided an additional 5 kg per person per month on top of regular NFSA grain. The later arrangement made the NFSA entitlements free; it should not be confused with the earlier additional-grain phase. The Union government announced that free foodgrain under PMGKAY would continue for five years beginning January 1, 2024, for about 81.35 crore NFSA beneficiaries. That is the announced coverage figure, not an independently confirmed current beneficiary count. The government estimated the five-year cost at ₹11.80 lakh crore. The Cabinet announcement gives the duration, coverage and cost.

The government says One Nation One Ration Card allows beneficiaries to collect their NFSA foodgrain entitlement from a fair price shop outside their home location. The option concerns where eligible ration can be collected; it does not change the category-based monthly quantities. See the Department of Food and Public Distribution’s 2023 review.
