Caste-linked networks can help workers from Ganjam reach jobs, accommodation and food in Surat, and sometimes make a path into skilled work or business easier. But access to those networks is uneven: research and reporting describe some Scheduled Caste (SC), Scheduled Tribe (ST) and Christian workers facing exclusion or discrimination. The same ties that act as a bridge for some migrants can become a barrier for others.
How do caste-linked networks help migrants find work?
For someone considering migration, a contact already at the destination can reduce the uncertainty of arriving without a job or a place to stay. Relatives, acquaintances and community members may pass on information, refer a worker to an employer, or help with accommodation and food. In the Ganjam–Surat corridor, these connections often follow community and caste ties.
In a 2025 Scroll/IndiaSpend report, migrant Kamallochan Sahoo described why he chose Surat: “My community was there. They could assure me of good work, decent accommodation and food. So I wasn’t worried and had made up my mind to migrate to Surat.” His account illustrates one person’s experience; it is not a survey finding about all migrants.
Surat has long been a destination for workers from Ganjam, particularly for jobs in textiles and power looms. A referral may matter before a worker earns anything: it can help them learn where work is available and what support they can expect after arrival. The available accounts do not establish that every referral leads to a job, or that all workers receive the same help.

Why can the same networks exclude other workers?
Referrals depend on having someone who can make an introduction. Workers without those connections may have less access to job information and practical support. The 2025 Scroll/IndiaSpend report quotes Gram Vikas executive director Liby Johnson: “Villagers typically secure jobs in Surat through established social networks and connections with acquaintances already working there. This reliance on social capital often excludes SC and ST [Scheduled Tribes] workers, who face challenges accessing such networks,” he said.
A journal article by Madhusudan Nag, Benoy Peter and Divya Varma likewise describes caste as a structural influence on migration decisions and referral recruitment in the Surat and Kerala corridors. The evidence supports a pattern of unequal access and reported discrimination, not a claim that every employer discriminates or that every worker from a marginalised community has the same experience.

Some reporting describes Dalit, Adivasi and Christian workers turning toward Kerala or other destinations after facing discrimination in Surat. That is one documented reason affecting route choice; it does not mean all such workers leave, or that all find Kerala more welcoming.
What is known about Surat and Kerala as destinations?
The comparison below reflects qualitative corridor research and local reporting, not a representative, like-for-like measurement of outcomes for all migrants. The sources differ in geography, date and method.

A 2024 migration profile by Gram Vikas and the Centre for Migration and Inclusive Development focuses on Surada block, not all of Ganjam district. It describes differing destination preferences among socially advantaged groups and Adivasi, Dalit and Christian communities. That local evidence helps explain why destination choice cannot be reduced to one route or one community-wide experience.

Migration can connect a worker to employment and, in some cases, a route from unskilled work into skilled textile or diamond-industry roles or entrepreneurship. Those are reported possibilities, not a promise of higher earnings. The cited evidence does not provide a reliable, current corridor-wide comparison of wages, costs, savings or remittances for Surat and Kerala, so it cannot establish which destination leaves a typical household better off.

The 2024 Surada profile gives a modest estimate of ₹1.2 billion in remittances received by Ganjam each month before March 2020. It is an estimate for the district context, not a current figure for Surat alone or a measure of what an individual migrant sends home.
The same profile reports that Ganjam’s multidimensional-poverty rate was 21.88% in 2015–16 and 6.31% in 2019–21. These are district-level figures for two periods; they do not show that migration alone caused the decline. They should not be used to predict the financial result for a particular worker or family.

For an individual household, the practical financial question is therefore not simply whether a destination has a large migrant community. It is whether the worker has a credible job lead and dependable information about the arrangements being offered. A referral can reduce uncertainty, but the evidence here does not establish wages, recruitment costs or terms for a particular job. Those details need to be confirmed for the actual offer before a household relies on expected earnings.
How large is the Ganjam–Surat migration corridor?
There is no reliable, current corridor-wide count established in the evidence available here. An Associated Press report in 2026 cited a nonprofit estimate of up to 800,000 workers from Ganjam in Surat. That is an attributed estimate, not an official census count or a verified current total. The AP report also covered heat and workplace conditions, while the India Exclusion Report provides historical context on Odia workers and Surat’s power-loom industry based on interviews and focus groups conducted from December 2017 through March 2020.
These sources answer different questions: local qualitative studies illuminate networks and choices; district figures describe broader conditions; and the large worker total is an attributed estimate. They should not be combined as if they were measurements of the same population or period.
