FAA’s Enhanced AT-CTI Program: How the New Air Traffic Controller Training Path Works

The FAA’s Enhanced AT-CTI lets approved colleges provide Academy-equivalent initial training, but graduates must still pass hiring and qualification requirements to become controllers.

The FAA’s Enhanced Air Traffic-Collegiate Training Initiative (Enhanced AT-CTI) lets approved colleges deliver initial air traffic controller training equivalent to the FAA Academy’s curriculum. Graduates who are hired can move on to training at their assigned facility without first taking that initial Academy training. It creates another route into the profession—not a job guarantee.

What Enhanced AT-CTI changes

Under Enhanced AT-CTI, an approved college or university provides the FAA-equivalent initial curriculum. After graduation, a candidate who passes the FAA’s hiring and qualification steps and receives an offer can proceed to facility-specific training.

The program changes where a candidate receives initial training and the sequence that follows. The FAA described it as an additional entry point intended to get controllers into facilities sooner. It does not replace the FAA’s selection process or promise employment. FAA announcement, February 9, 2024

Enhanced AT-CTI and standard AT-CTI compared

Standard AT-CTI College training through a standard AT-CTI program. May bypass the Air Traffic Basics Course, but still attends Academy option-specific initial training before facility training.

These distinctions describe the training routes, not which one is more affordable or more likely to lead to employment. What candidates must still do to become controllers

Graduating from an Enhanced AT-CTI school is not the same as being hired. Candidates still must pass the Air Traffic Skills Assessment (ATSA), be selected by the FAA, and meet medical and security requirements. The FAA’s hiring process and available openings determine who receives an offer.

What it takes for a college to participate

Enhanced AT-CTI is a non-funded partnership: participating institutions do not receive FAA funding through the initiative. The FAA’s stated requirements include:

  • Being an accredited, not-for-profit postsecondary institution with an active eligible aviation degree or program.
  • Aligning instruction with the FAA’s curriculum.
  • Providing faculty with qualifying experience.
  • Maintaining high-fidelity simulation equipment that meets FAA Academy standards.
  • Completing the FAA application and on-site review process.

Approval applies to participating programs, not automatically to every aviation course or degree at a school. Prospective students should confirm that the specific program they are considering has Enhanced AT-CTI approval.

How the program fits the FAA’s hiring effort

The FAA’s 2026–2028 workforce plan set hiring targets of 2,200 new controllers in fiscal year (FY) 2026, 2,300 in FY 2027, and 2,400 in FY 2028. By the end of FY 2025, the agency said it had approved 11 programs at 10 schools, with additional applications under review. The plan identifies training capacity as the primary constraint on workforce growth, so collegiate training is one part of a broader effort that also includes Academy capacity, hiring-process changes, placements, simulation training, scheduling, and modernization. On October 1, 2026, the FAA reported hiring 2,235 air traffic controller trainees in FY 2026, above its 2,200 target, and graduating more than 1,300 trainees from the Academy during that fiscal year. Those are agency-reported totals for its overall workforce effort—not counts attributable to Enhanced AT-CTI. What prospective students should verify

  • Whether the exact college program—not just the institution—has FAA Enhanced AT-CTI approval.
  • Which courses and simulations fulfill the FAA-aligned initial curriculum.
  • What tuition and other costs apply; the FAA describes the partnership as non-funded, and the cited program materials do not establish a standard student cost.
  • How the school explains the hiring steps that remain after graduation, including the ATSA, selection, medical, and security requirements.
