Pakistan’s Federal Board of Revenue (FBR) has reconstituted its Licensing Committee to assess applications for licences to integrate registered persons under the Sales Tax Rules, 2006. The committee can review complaints and recommend licence cancellation to the Board; the notification does not say the committee itself cancels a business’s sales-tax taxpayer registration.
What the February 2026 notification changes
FBR’s Licensing Committee page lists a notification dated 23 February 2026 as the latest dated notice on the page when checked. The notice says the committee is reconstituted to evaluate applications for licences for integration of registered persons under the Sales Tax Rules, 2006. It supersedes the previous committee notification dated 19 December 2025.
The notification cites the Sales Tax Act, 1990, Sales Tax Rules, 2006, Income Tax Ordinance, 2001, and Income Tax Rules, 2002. It establishes an evaluative and recommendatory role for the committee.
What the Licensing Committee is tasked with
The notification sets out four terms of reference:
- Scrutinize documents submitted by new applicants and evaluate whether they meet the eligibility criteria.
- Scrutinize further documents required under the new rules from applicants who were registered under earlier rules.
- Prepare a request for proposals (RFP) under the new rules and scope.
- Evaluate complaints and make recommendations to the Board for cancellation of a licence.
The cancellation language matters: the committee is assigned to recommend cancellation to the Board, not to cancel a taxpayer’s sales-tax registration.

Which licences are covered—and which process is separate
This notice concerns licences for integration of registered persons, not the ordinary process by which a business registers as a sales-tax taxpayer. FBR’s taxpayer-registration guidance separately describes categories of persons required to register, including importers, wholesalers and distributors, certain manufacturers and retailers, and some service providers. Registration and deregistration of taxpayers should not be confused with licensing an integration provider.
The announcement does not, by itself, provide a complete current application checklist, eligibility threshold, fee schedule, or timetable for decisions. FBR’s available Sales Tax Rules, 2006 compilation is updated through 31 October 2023 and provides only historical background on POS integration licensing and cancellation procedures. It predates the 2026 committee notice and may not reflect later amendments, so it should not be treated as conclusive current procedure.

What applicants and businesses should take from the notice
- Integration providers: the committee reviews application materials and eligibility, including further documents required under new rules for applicants previously registered under earlier rules.
- Registered businesses: the notice is about licensing for integration, not a change to the rules for registering as a sales-tax taxpayer.
- Current or prospective licensees: complaints may be evaluated by the committee, which may recommend cancellation to the Board. The 2023 rules compilation describes notice, an opportunity to be heard, and a right to make a representation to the Board, but later amendments should be checked before relying on those details.
Committee membership and source limits
The February notification’s extracted member table does not reliably map every name to a designation. The chair appears as Mr. Aftab Alam, but a complete roster should not be inferred from the extraction or copied from earlier notices; the original PDF should be checked visually for the current membership.
