The FAA announced $10,000 shutdown awards for 776 air traffic controllers and technicians on November 20, 2025. The award drew criticism from the air traffic controllers’ union because thousands of other controllers who consistently reported for duty were excluded. The available announcements and contemporaneous reporting do not establish that the FAA later expanded the awards or otherwise heeded that criticism.
Who received the FAA’s $10,000 shutdown award?
The FAA said 776 air traffic controllers and technicians would receive $10,000 awards for work during the 44-day federal shutdown. The Associated Press reported that recipients had perfect attendance and identified 311 controllers and 423 technicians among them. The announcement did not describe a payment to the entire air traffic workforce.
The award was presented as recognition for keeping the skies safe during the shutdown. The FAA announcement, issued November 20, 2025, is available from the FAA; the recipient breakdown and union response were reported by the Associated Press.
Why did the award draw criticism?
The National Air Traffic Controllers Association (NATCA) said the recognized employees deserved praise, but objected that thousands of controllers who consistently reported for work without pay were left out. In a statement quoted by AP on November 20, 2025, NATCA said those workers had helped ensure the safe transport of passengers and cargo while uncertain when they would receive compensation.

The Professional Aviation Safety Specialists union also argued that technicians beyond the 423 recipients contributed to keeping air traffic systems operational. These objections concern the award’s narrow eligibility; they do not establish that every excluded employee rejected the payment or that recipients returned it.
Did the FAA later expand the shutdown awards?
The sources cited here do not confirm a later expansion or reversal of the November shutdown award. The FAA’s subsequent workforce information gives context about staffing, but does not show a change to who qualified for that payment.

In its 2026 hiring plan, the FAA said that as of April 2026 it had about 11,000 certified professional controllers deployed across more than 300 facilities, with roughly 4,000 people in the training pipeline. The FAA also reported that it hired 2,026 controllers in FY2025, meeting its hiring goal. Neither figure demonstrates that the shutdown award was broadened. A separate program announced by the Department of Transportation in May 2025 offered $10,000 to academy graduates assigned to 13 hard-to-staff facilities. That was a recruitment incentive, not the shutdown attendance award.

The DOT described the separate hiring initiative in its May 1, 2025 announcement. The matching dollar amount does not make the two programs the same policy.
