The announcement reports guilty pleas—not a jury verdict. Prosecutors said Edward Dolphin, identified as a former United Airlines employee in secondary reporting, used his airline roles to influence vendor contracts in exchange for payments.
What happened in the Newark Airport case?
On February 25, 2025, federal prosecutors announced that Edward Dolphin, James Wajda, and Ronald Delucia had pleaded guilty in connection with a bribery and fraud investigation involving business at Newark Airport. Dolphin pleaded guilty on February 19 to conspiracy to commit honest-services wire fraud. Wajda pleaded guilty to conspiracy to commit wire fraud. Delucia pleaded guilty to conspiracy to commit honest-services wire fraud and conspiracy to commit wire fraud. The Justice Department’s announcement describes the pleas and prosecutors’ account of the schemes.
The filed information in United States v. Edward Dolphin says the alleged conspiracy ran from as early as 2014 through about November 2022, in New Jersey and elsewhere. It describes the goal as Dolphin receiving bribes and kickbacks from vendors in exchange for help with airline contract matters over which he had authority and discretion. The filed information sets out that allegation.
How prosecutors say the contract scheme worked
Dolphin’s airline roles
Prosecutors said Dolphin worked for an airline operating at Newark Airport. He was an Airport Operations Hub Vendor Manager from at least 2014 through about April 2017, then a Manager of Hub Business Partners from about April 2017 through about November 2022. According to DOJ, those positions gave him influence over which companies received certain contracts, and he exchanged that influence for bribes and kickbacks.

Payments prosecutors attributed to vendors
DOJ reported that Delucia’s company paid Dolphin up to $31,500 per month, totaling $1 million, for help securing work. Prosecutors also described approximately $70,000 connected to influence over a busing contract, approximately $278,000 tied to snow removal, and approximately $262,000 tied to aircraft cleaning. The department said Dolphin received more than $1.6 million in bribes and kickbacks overall. These are figures reported by prosecutors, not an independently calculated total.
A separate dispatcher-invoice arrangement
Prosecutors also described a scheme involving Wajda and Delucia. Delucia’s company invoiced Wajda’s company $150,000 for dispatcher services that, DOJ said, were not provided. Wajda received approximately $38,600 through his personal limited liability company, according to the announcement. DOJ also said Delucia admitted conduct involving other airline employees and vendor contracts.

What “convicted” means in this case
Some news coverage used “convicted” in its headline, but the federal announcement says the men pleaded guilty. That is the legal posture established by the cited announcement; it does not describe a jury trial or verdict. The same announcement said each man faced a maximum of 20 years in prison and a fine of up to $250,000 on each count. Those are statutory maximums reported by DOJ, not sentences imposed.
DOJ listed Dolphin’s sentencing for June 24, 2025. The cited announcement does not establish whether sentencing took place or what sentence, if any, was ultimately imposed. Secondary coverage from NJ.com, reproduced by AllSides, identifies Dolphin as a former United Airlines employee; DOJ’s announcement itself refers to his employer generically as an airline operating at Newark Airport. The AllSides reproduction of the NJ.com report provides that identification.
