Elon Musk said he would check with President Donald Trump, who expressed support for the idea, but PolitiFact reported that Trump had not signed an order approving checks and that a federal payment plan would need congressional approval. In a separate February 2025 court filing, the White House said Musk was a senior adviser, not DOGE’s administrator or an employee, and had no actual or formal authority to make government decisions himself.
What was the proposed $5,000 DOGE dividend?
On February 14, 2025, investor James Fishback proposed returning 20 percent of the Department of Government Efficiency’s (DOGE) savings to tax-paying households as refund checks. The $5,000 figure was a projection based on an assumed $2 trillion in savings and an estimated 78 million tax-paying households—not an announced benefit amount or confirmed eligibility rule. PolitiFact’s account of the proposal explains the calculation and its status.
Fishback’s estimate changed with the savings assumption. He told the Associated Press that $500 billion in savings would imply about $1,250 per household under his proposed formula. That was an alternative calculation, not a payment estimate backed by verified savings. AP also reported expert skepticism about whether DOGE could achieve savings on the scale proposed. AP’s report on the proposal described a possible distribution after DOGE’s then-scheduled completion in July 2026; that was a proposed timeline, not an issuance schedule.
Did Musk or Trump approve the checks?
Musk replied to Fishback, “Will check with the President.” That response indicated he would raise the idea with Trump; it was not approval. Trump later said, “I love it,” expressing support, but support for a proposal is not an order authorizing payments.

On February 26, 2025, PolitiFact found no signed order approving the DOGE checks and said a federal payment plan would need congressional approval. The proposal should therefore not be treated as a tax refund, stimulus check, or available government benefit. PolitiFact’s fact-check addresses the claim that Trump had officially approved the payments.
What did the White House say about Musk’s role at DOGE?
In a February 2025 court filing, the White House described Musk as a senior adviser to the president, not DOGE’s administrator or an employee of DOGE. The filing said: “Like other senior White House advisors, Mr Musk has no actual or formal authority to make government decisions himself.” The declaration was signed by Joshua Fisher, director of the White House Office of Administration. The filing did not name DOGE’s administrator. It records the administration’s formal position about Musk’s role and decision-making authority; by itself, it does not resolve questions about his practical influence. It is a statement made in February 2025, not a current account of DOGE leadership.

A separate $5,000 “Trump Dividend” proposal was announced in September 2026. It is not the same plan as Fishback’s DOGE dividend: Trump tied it to Republicans winning both the House and Senate, and the White House promoted it as a payment to adult U.S. citizens. The reporting available on that announcement said funding and implementation remained unclear. Axios reported on the 2026 proposal.
