On August 7, 2024, Senators Elizabeth Warren and Richard Blumenthal asked JAB Holding Company for detailed information about its U.S. veterinary-practice acquisitions, clinic prices and finances, staffing, and pet-insurance businesses. The inquiry raises questions about costs, competition, and working conditions; it is not a finding that JAB caused higher prices or worse care.
What prompted the senators’ inquiry?
Warren, a Democrat from Massachusetts, and Blumenthal, a Democrat from Connecticut, sent JAB a letter seeking information about the company’s veterinary practices and related pet-care businesses. In their August 7, 2024 press release, the senators framed the inquiry around consumer costs, competition, veterinary working conditions, and the effects of corporate consolidation.
The senators’ release says the Federal Trade Commission twice ordered JAB to divest clinics in concentrated regional markets. That is the senators’ description of the FTC actions; the release itself is not an FTC order. The available material does not establish the full scope of those orders or support extending their market-specific concerns to every veterinary market in the country.
What information did Warren and Blumenthal request?
The six-page letter to JAB asks for company information, rather than presenting JAB’s answers. Its requests cover several parts of the business:

- Workforce: Veterinarian and technician headcounts and average salaries.
- Pet insurance: Revenue, policy counts, and insured-pet counts for insurers JAB acquired, plus an explanation of whether reimbursement policies treated JAB-owned clinics differently from other facilities.
The insurance question is a question posed to the company, not evidence that JAB-owned clinics received different reimbursement treatment.
What did Warren’s office ask about later?
A later Senate office summary of follow-up correspondence describes additional questions about dividends related to pet care; veterinary and insurance-company financials; executive compensation; medication charges; and sales of veterinary real estate. The summary also describes a follow-up inquiry into diagnostic-lab pricing and noncompete agreements. It documents the subjects raised, but does not resolve them or supply the requested company data.

What did the senators say about veterinary costs?
In the August 2024 release, the senators said veterinary-service prices had risen 60% since 2014 and described veterinary visits as costing well over $300. They also said more than two-thirds of U.S. households own a pet. These are figures stated in the senators’ release: the cited material does not independently establish the price statistic’s methodology, verify the visit-cost figure as a current national average, or give a survey year for the household statistic. None of these figures, by itself, shows that JAB’s acquisitions caused prices to rise.
The senators characterized the issue as consequential for households and animal care. They wrote, “Private equity rollups of veterinary practices harm veterinarians and customers alike.” That is their position, not an independently established finding about the effects of JAB’s conduct.

What is established—and what remains unanswered?
The record establishes that Warren and Blumenthal targeted JAB with an information request, the categories of information they sought, and the concerns they raised. It does not provide JAB’s answers to those requests or establish a causal link between JAB’s acquisitions and higher prices, changes in care, or working conditions.
That distinction matters for readers evaluating both corporate consolidation and household veterinary costs. The senators’ requested clinic-level data could help examine how prices, financial performance, and staffing changed over time, but the cited correspondence does not provide those results. Nor does the cited record establish whether the insurers’ reimbursement policies treated JAB-owned clinics differently.
