The pathway applies to Indian nationals residing in India who apply at a Member State consulate in India and meet specific conditions, including having obtained and lawfully used two visas in the previous three years.
What changed in the Schengen visa rules?
On 18 April 2024, the European Commission adopted Commission Implementing Decision C(2024) 2434 final. Under its adapted rules, an eligible applicant who meets the specified entry conditions and has obtained and lawfully used two visas within the preceding three years shall be issued a multiple-entry visa valid for two years. The rule concerns visa validity and repeat entries, not a new category of residence or permission to remain indefinitely. Read the Commission decision.
Who is covered?
The decision applies to short-stay visa applications lodged by Indian nationals residing in India with Member State consulates in India. An Indian passport holder living elsewhere, or an Indian national applying outside India, is not covered by this adapted pathway on the basis of this decision. It is not a general rule for long-stay visas, work permits or immigration to the EU.
Ireland does not participate in this Schengen-acquis decision and is not bound by it. Denmark is bound under international law to implement it. Applicants should check the instructions of the relevant consulate for the country they intend to visit.

Who can qualify for the two-year multiple-entry visa?
The two-year pathway is conditional. The decision says the applicant must meet the specified external-border entry conditions and must have obtained and lawfully used two visas during the previous three years. When those requirements are met, the decision provides for issuance of a two-year multiple-entry visa, subject to the limits and individual-case discretion below.
- Residence and application location: You must be an Indian national residing in India and lodge the short-stay application at a Member State consulate in India.
- Visa history: You must have obtained and lawfully used two visas within the preceding three years.
- Entry conditions: You must satisfy the conditions referenced in Article 6(1)(a), (c), (d) and (e) of Regulation (EU) 2016/399.
The two-visa history is not by itself a guarantee of approval. The decision does not remove the review of an application or Member States’ ability to shorten validity in an individual case under the Visa Code.

Does a two-year visa let you stay for two years?
No. A multiple-entry visa lets its holder make several visits while the visa remains valid; it does not permit a two-year continuous stay or give a fresh 90-day allowance on each trip. A Schengen short-stay visa remains subject to the limit of up to 90 days in any 180-day period. Track days across all relevant visits, even when the visa itself is valid for much longer. The Commission explains short-stay visa rules in its Schengen visa application guidance.
How passport expiry can limit visa validity
A visa cannot remain valid beyond the limit set by the travel document. If the two-year visa period would extend past the travel document’s validity, the visa ends three months before that document expires. Applicants should therefore account for passport expiry when considering the practical period of a visa.

What the 2024 application figures show—and do not show
The European Commission reported 1,108,239 visa applications from India in 2024, compared with 966,687 in 2023. It also reported that more than half of visas issued in 2024 across the EU and Schengen-associated countries allowed multiple entries. That latter figure is an overall issuance statistic, not an India-specific rate, so it cannot show how often Indian applicants received multiple-entry visas. What Indian applicants should check before applying
- Confirm that you reside in India and will lodge the application at a Member State consulate in India.
- Check that your record shows two visas obtained and lawfully used within the preceding three years.
- Review the applicable entry conditions and the destination consulate’s current application instructions.
- Check passport expiry and plan visits around the 90-days-in-any-180-day limit.
- Do not assume that meeting the pathway’s conditions removes individual assessment or guarantees a particular outcome in every case.
