Its front matter credits the Education Labour Relations Council (ELRC) as commissioner and Chris Brunton & Associates as editor. It gives ISBN 0-620-30351-4 and states that it was first published and printed by Universal Print Group in 2003. The Department’s policy catalog lists the resource as “Education Labour Relations Council (ELRC) – policy handbook for educators” with a date of 02 August 2004. That catalog date is distinct from the handbook’s stated first-publication year.

The constitution reproduced in the handbook describes the ELRC’s objectives as promoting labour peace in education; preventing and resolving labour disputes; carrying out dispute-resolution functions; promoting collective bargaining; and concluding and enforcing collective agreements. These are the objectives stated in that historical text, not a substitute for checking the latest constitution or the agreement and rules applicable to a current matter.
Is the handbook still current?
It should not be treated as a consolidated, current policy manual. The handbook was first published in 2003, and newer official materials exist. For example, the ELRC publications catalog separately lists Personnel Administrative Measures (PAM) 2022. The existence of newer publications does not, by itself, establish the current legal status of every statute, policy or provision reproduced in the handbook.
If you need to act on an employment, school-governance or dispute-resolution issue, identify the specific instrument and verify its current text and procedure with the responsible official source. For ELRC processes, consult the Council’s latest constitution, applicable collective agreements and current publications; for education policy and legislation, check the Department of Basic Education’s current resources. The handbook remains useful for locating and understanding its historical contents, but it does not prove that a reproduced rule remains in force.
