The records do not show that Elon Musk personally operated the systems, that Social Security or Medicare payments were shut down, or that payment data was altered. They do show that one employee temporarily received mistaken write permissions in one system and that Treasury’s controls did not consistently keep pace with the access process.
That distinction matters because the Bureau of the Fiscal Service handles an enormous share of the government’s payments—including tax refunds, benefits, federal salaries, grants, vendor payments and other disbursements.
What DOGE was seeking
President Donald Trump’s Executive Order 14,158, issued on January 20, 2025, created the U.S. DOGE Service and directed agencies to provide DOGE teams with “full and prompt access” to unclassified records, software and information-technology systems, subject to applicable law.
Treasury formed a DOGE team to review the Bureau of the Fiscal Service’s payment processes. The stated areas included payment-system modernization, payment integrity and identifying foreign-aid payments potentially affected by a separate executive order.

The Treasury personnel identified in court records and later government reviews were Marko Elez and Thomas H. Krause Jr. The official records describe access by Treasury employees assigned to the Treasury DOGE Team—not by Musk as a named system user.
Why these systems matter to households
The Bureau of the Fiscal Service, or BFS, is Treasury’s central payment and accounting bureau. Treasury told a court that BFS handled approximately 87.8% of U.S. government payments, representing about $5.46 trillion annually across more than 1.2 billion transactions.
That infrastructure sits behind many payments that people encounter in ordinary financial life:

This does not mean every federal payment is created or approved inside one single application. Several connected systems perform different jobs in the payment and accounting chain.

What access was actually granted
Treasury initially told lawmakers that DOGE’s access would be “read-only.” That description was incomplete once the details became public.
A Government Accountability Office review published April 28, 2026, found that two Treasury DOGE employees accessed several BFS systems between January 20 and April 11, 2025.

- Direct access: Marko Elez could view, copy and print data from three payment systems. He could also read copies of source code for those systems.
- Temporary write access: Elez was mistakenly given permission to create, modify and delete data in the Secure Payment System. The error lasted approximately from January 31 to February 1, 2025.
- No documented data changes: Treasury removed the elevated permission, and GAO found no evidence that Elez changed system data.
- Indirect access for another employee: Thomas Krause received “over-the-shoulder” access, meaning BFS personnel displayed requested information to him. He did not have an independent BFS account for direct system access.
So the most accurate summary is not simply “read-only.” Most of the described access was for viewing information, but one employee briefly had erroneous read/write permissions in one system.
Was anyone’s Social Security or Medicare payment stopped?
There is no verified evidence that DOGE shut down Treasury’s payment systems or stopped Social Security or Medicare payments. Treasury said its initial review did not delay or reroute those payments.

That is different from saying the access process was risk-free. A payment system can remain operational while still having weaknesses involving permissions, data handling or oversight.
The data-security problems identified by GAO
GAO found that Treasury had implemented only five of 14 selected security controls it reviewed. The report identified weaknesses involving privileged access, data transmission, monitoring and compliance with security rules.
One specific incident occurred on January 30, 2025, when an employee sent an unencrypted spreadsheet containing names and payment amounts for more than 350 people to two DOGE members at the General Services Administration. Treasury said the spreadsheet did not contain Social Security numbers, addresses or dates of birth and characterized the privacy risk as low.

Even without those identifiers, sending payment information without encryption is a meaningful control failure. Names and payment amounts can still reveal sensitive financial or employment information, particularly when combined with information available elsewhere.
What this means for your personal finances
For most households, the immediate practical risk was not that a DOGE employee could directly empty a bank account or cancel an individual’s benefit. The documented issue was access to government systems and payment data—not a public-facing banking account takeover mechanism.
The more relevant concerns are:
- Payment reliability: Changes to payment-file review or processing could create delays if files are incorrectly flagged or systems are disrupted.
- Privacy: Government payment records can expose names, amounts and information about a person’s relationship with a federal program.
- Fraud risk: Any unnecessary access to payment data can make phishing or impersonation more convincing, even if no payment is directly changed.
- Oversight: Privileged access should be limited, logged, independently reviewed and removed promptly when no longer needed.
There is no reason to stop a direct deposit, change a bank account or avoid filing a tax return based solely on this episode. Instead, use the normal precautions that matter whenever criminals may possess convincing personal or payment-related information: review bank activity, treat unexpected benefit or tax messages skeptically, and access government accounts by typing the official website address rather than following an unsolicited link.
Why the “Musk accessed the payment system” wording is misleading
Musk’s DOGE organization was the political and administrative context for the review, but the official records identify Treasury employees, their roles and their permissions. They do not establish that Musk personally logged into or directly controlled the Treasury payment systems.
That distinction is important when evaluating claims online. “DOGE-affiliated Treasury employees received access” is supported by the records. “Elon Musk personally operated the payment system” is not established by the cited court filings or GAO report.

Two major cases addressed DOGE access.
Alliance for Retired Americans v. Bessent
The case was filed in the U.S. District Court for the District of Columbia on February 3, 2025. On March 7, 2025, Judge Colleen Kollar-Kotelly denied the plaintiffs’ request for a preliminary injunction, while noting that a more restrictive order in the separate New York case remained in effect.

New York v. Trump
New York and 18 other states filed this case in the Southern District of New York. The court issued an initial temporary restriction on February 8, 2025. On February 21, Judge Jeannette Vargas issued a preliminary injunction barring Treasury from granting payment-record and system access to DOGE-affiliated personnel who lacked required vetting, training and security-clearance documentation.
The court cited a “realistic danger” that confidential financial information could be disclosed. Its concerns included the mistaken write permissions, rushed access procedures, emails sent outside Treasury and uncertainty over whether sensitive information had been disseminated. The injunction was modified in April and May 2025, and the case remained under appeal in the Second Circuit.

A July 7, 2026 district-court order said DOGE was scheduled to terminate on July 4, 2026 under Executive Order 14,158. The judge asked the parties to address whether live issues remained. That order did not itself decide the underlying legality of the 2025 access or formally declare the case moot.

Did Elon Musk personally gain access to the Treasury payment systems?
The official records do not establish that Musk personally logged into or controlled the systems. They identify Treasury employees assigned to the Treasury DOGE Team as the people who received direct or indirect access.
Could DOGE change Social Security or Medicare payments?
One Treasury DOGE employee was briefly given mistaken write permissions in the Secure Payment System, but GAO found no evidence that payment data was changed. There is also no verified evidence that Social Security or Medicare payments were stopped or rerouted.
What should I do if I receive a message about a delayed federal payment?
Do not use links or phone numbers in an unexpected message. Check your bank account and contact the relevant agency through its official website or published phone number. Continue monitoring statements for unfamiliar transactions and report suspected identity theft promptly.

The controversy involved access to highly sensitive payment systems and records, questions about vetting and security training, mistaken write permissions, and the transmission of unencrypted payment information. A federal court found a realistic danger that confidential financial information could be disclosed.
The Bottom Line
DOGE personnel did receive access to selected Treasury payment systems, but the public record does not support the claim that Musk personally controlled them or that federal benefit payments were shut down. The documented problems were more specific: one temporary read/write permission error, access to payment data and source-code copies, an unencrypted spreadsheet transmission, and incomplete security controls. For consumers, the sensible response is ordinary account and identity monitoring—not panic—but the episode shows why government payment systems require strict access controls, audit trails and independent oversight.
