The U.S. beef cow herd reached its lowest January estimate since 1961, but drought and climate change are not the whole explanation. Drought can shrink the grass and forage cattle depend on; warming can intensify drought through heat and increased evaporative demand. Cattle prices, production costs and the slow biology of rebuilding a breeding herd also shape the decline. The evidence supports climate change as a factor that can worsen drought risk—not as a measured, single cause of the national herd low.
What does “historic low” mean?
It refers to the number of beef cows—the breeding animals used to produce calves—not every category of U.S. cattle. USDA Economic Research Service (ERS) estimated 27.607 million beef cows on January 1, 2026. That was 1% below a year earlier, 40% below the 1975 peak, and the smallest beef cow inventory since 1961. ERS also reported that the herd had contracted for seven consecutive years through January 2026.
USDA National Agricultural Statistics Service (NASS) later estimated 94.2 million total cattle and calves on July 1, 2026, including 28.5 million beef cows. The beef cow figure was 1% below July 2025. These January and July estimates describe different reference dates and animal categories; the larger July total is not a direct comparison with the January beef-cow count.

How does drought affect the beef herd?
Drought can reduce pasture growth and the availability of forage—the grasses and other plants cattle graze. When grazing is insufficient, producers may have to buy supplemental feed or sell animals. Selling can include cows that might otherwise remain in the breeding herd, reducing the base from which future calves are produced.

The exposure has been widespread. USDA ERS reported that at the start of 2023, nearly 93% of U.S. beef cows were in states where most pasture and range was rated very poor to fair. That figure describes conditions at that time; it is not a measure of current pasture conditions or a direct count of cows sold because of drought.
NOAA defines drought as “a deficiency in precipitation over an extended period, usually a season or more, resulting in a water shortage causing adverse impacts on vegetation, animals, and/or people.” For cattle, the practical link is the effect of water stress on the forage supply and the cost or availability of alternatives.

What role does climate change play?
Higher temperatures can increase evaporative demand: the atmosphere draws more moisture from soils and plants, making drought conditions more severe even where rainfall deficits alone do not explain the change. A 2024 study by Yizhou Zhuang and coauthors in Science Advances estimated that, since around 2000, rising temperatures and resulting evaporative demand contributed 62% of western U.S. drought severity and 66% of its coverage. The study concerns western U.S. drought, not the share of the national beef herd decline caused by climate change.
The study described rising evaporative demand during droughts—mostly attributable to human-caused warming in its analysis of observations and climate-model simulations—as the main cause of increased drought severity and coverage in the region it examined. This helps explain how warming can compound drought stress on pasture. It does not isolate climate change as the cause of the national cattle-cycle contraction.

Why are drought and weather not the only causes?
The beef herd responds to several pressures at once. USDA ERS identifies cattle prices, input costs, weather, and the time required for reproduction and growth as influences on the cattle cycle. Prices affect the incentive to retain cows or expand a herd; feed and other input costs affect the expense of keeping them. Weather can make forage scarce, but producers make decisions within those broader market conditions.
Biology also limits how quickly a contraction can be reversed. A replacement heifer must mature and reproduce before she contributes calves to the herd. USDA ERS reported that producers planned to retain 4.714 million beef replacement heifers in 2026, nearly 1% more than the prior year. That is a potential early sign of rebuilding, not a guarantee of immediate growth: ERS indicates sustained growth in replacement heifers over two to three years is typically associated with expansion in beef cow inventory.

What does the low herd mean for beef supply and consumers?
A smaller breeding herd can constrain the supply of calves and, over time, beef production. USDA’s September 2026 outlook reported historically low fed cattle slaughter and lower beef production forecasts for 2026 and 2027. Those forecasts describe supply-market implications; they do not establish that climate change alone caused the herd low, nor do they determine what a particular shopper will pay. Retail prices also reflect factors beyond the size of the breeding herd, so the inventory figures are not a stand-alone price forecast.

USDA’s Livestock Forage Disaster Program (LFP) offers payments to eligible livestock producers whose forage production is diminished by drought. Eligibility depends in part on U.S. Drought Monitor conditions. Producers should check current program rules and eligibility with USDA’s Farm Service Agency, since a drought-related loss does not by itself establish qualification.
