Higher education students may qualify for targeted scholarships or assistance, but those programs have eligibility rules.
Is healthcare free in Israel?
Not in the sense that every resident pays nothing. Israel’s National Health Insurance Law took effect on January 1, 1995. Under the system described by the National Insurance Institute (NII), every Israeli resident is covered and must register with one of the health funds, known as kupot holim. Residents can choose a fund, which must provide its members with the common statutory health basket.
Eligibility is based on Israeli residence, not simply on being physically in the country. The general resident scheme described by the NII does not cover non-residents such as foreign workers.
Residents generally contribute toward coverage
Residents aged 18 and older generally pay health insurance contributions alongside national insurance contributions. The amount depends on income and status, and exemptions apply to certain categories; it is not a single flat charge for everyone. The NII’s 2026 information lists a minimum monthly health contribution of NIS 123 for a person with no income, subject to exemptions. Check the NII’s contribution schedule for current rates and conditions.

The schedule also shows employee contribution bands of 3.23% and 5.17%, with effective dates in 2025. Those percentages apply within the schedule’s income bands, not as a universal rate for every resident; employment status and other conditions can affect the calculation.
The public basket is not a promise of no charge for every service
The statutory basket is the defined set of benefits a health fund must provide. It should not be confused with supplementary health insurance, which is a separate product. The NII pages cited here establish the coverage obligation and the basket, but do not list every service-level copayment, exclusion, treatment or medication rule. For a particular service, check the current health basket and the relevant health fund’s terms.

No universal tuition waiver is established by the official guidance. Israel has universities and academic colleges; the Ministry of Aliyah and Integration describes the Council for Higher Education as approving, supervising and funding higher education institutions. That role does not mean tuition is waived for every student.
Some students can apply for targeted assistance. The Student Authority’s 2026–2027 assistance service is for eligible new and continuing immigrant students. Applicants must meet the requirements and apply each academic year, so assistance is conditional rather than an automatic benefit for all students.

A scholarship example for international students
The Foreign Ministry describes a separate scholarship for eligible international students who already hold a degree. For academic year 2026–2027, the program offers 50% of tuition up to US$6,000, subject to conditions including acceptance to an institution recognized by the Council for Higher Education. This is one restricted program, not a general rule that international or Israeli students study free.
The official material cited here does not establish one current tuition price for every institution, degree and student category. A meaningful estimate requires checking the specific institution and program, along with student status, scholarship eligibility and any additional fees.
